Why does a SIM card need to be reissued from a previous subscriber to a new one?

If the number is lost, the subscriber will no longer be able to restore access to it without the presence of the real contract holder. And in addition, the real owner can at any time receive personal information, call details, passwords, and access to online portals. There is a risk that the subscriber will block the number and the real user will lose access to his contacts. Also, in the absence of full rights to a SIM card, the disposal will be limited. Attention! Children under 14 years old cannot obtain a SIM card in their name, even with the permission of their parents or guardians.

In such a situation, the contract is concluded for an adult relative, and the child actually uses the number. Later, upon reaching 18 years of age and with the consent of the actual owner, he can re-register it in his name.
