At what age can you buy an MTS SIM card?
You can purchase the product yourself only if you have a passport.
However, this does not mean that the procedure is available from the age of fourteen. According to the terms of the company and current Russian legislation, only persons who have received full legal capacity can purchase any nano- or regular SIM. As a rule, it occurs only from the age of eighteen. Citizens who entered into a legal marriage before reaching the age of majority are also considered legally competent. If a teenager buys a product, his parents must sign the contract for his own passport.
Otherwise, the card will not be registered.
Purchase terms
Different organizations have their own conditions and rules for executing an agreement. You must first choose the most optimal option.
Beeline service agreement
In most cases, to purchase a SIM card you need:
- Be of legal age;
- Have a passport confirming your identity;
- For foreigners who do not have Russian citizenship, you can present a temporary residence permit or residence permit;
- Conclude an agreement with a cellular communication company and pay money.
If the client has questions, he can ask them on the operator’s website.
Mandatory conditions that allow you to buy a SIM card:
- those purchasing a SIM card must be 18 years of age;
- availability of a civil passport confirming the identity and required number of years of the subscriber wishing to purchase a SIM card;
- if the future subscriber is not a citizen of the Russian Federation, he must provide another document that will prove the person’s identity. Such a document may be a residence permit or temporary residence permit;
- concluding an agreement with a cellular operator in one of the official offices.
After the Beeline operator card is purchased, it must be activated:
- you need to separate it from the plastic base and insert it into the slot of the switched off phone;
- turn on the phone and check the balance using the USSD number *102#;
- The plastic base has a PIN and PUK number that must be saved.
Why is the factor so important, at what age can you purchase a SIM card? Companies that sell cellular communications resort to such measures in order to protect themselves from possible problems with non-payment. The fact is that if a large debt arises on the balance of the subscriber, as a rule, a lawsuit is filed.
However, sometimes you can buy a SIM at an earlier age, but under one condition - the parents of a minor subscriber must write an official permission to purchase a SIM card, certified by a notary, and also provide copies of their passports. Parents also need to be present when purchasing a SIM card.

Why does a SIM card need to be reissued from a previous subscriber to a new one?
If the number is lost, the subscriber will no longer be able to restore access to it without the presence of the real contract holder. And in addition, the real owner can at any time receive personal information, call details, passwords, and access to online portals. There is a risk that the subscriber will block the number and the real user will lose access to his contacts. Also, in the absence of full rights to a SIM card, the disposal will be limited. It will not be possible to connect/disconnect services, register in your personal account, request details or personal information, blacklist numbers, or use operator services without the presence of the card holder.
Re-issuance of a SIM card to another subscriber is provided by each of the operators. But there are pitfalls in this matter. Each company has its own rules for this procedure, but they agree on one thing. The operation is possible with the simultaneous appearance of both parties, provided that each has an identity document. There are no other methods of re-registration, except in rare cases.
There are situations when, for some reason, the transferring party cannot come to the operator’s office to re-register the contract. The circumstances must be compelling, otherwise the communications representative will not consider the application. The list of such reasons includes relocation or death of the previous owner. In the first case, the problem can be solved by means of a power of attorney certified by a notary. In the second - if there is a full package of documents confirming kinship, death certificates and certificates of inheritance.
Is it possible to change ownership
If the number was issued to a minor, then he subsequently has the right to re-register it to himself.
To do this, current and future owners need to come to any convenient office of the operator with passports or other identification documents, fill out an application for number transfer on the spot and pay a fee for the service. At the moment it is 50 rubles. Within 1-2 weeks, the SIM card will be reissued to the new owner. In the event of the death of the current owner, the transfer of the telephone number is possible only to the heir after he has assumed the rights of legal inheritance.
Required documents:
- passport;
- original death certificate, copies are not needed - the document is required only for presentation;
- original certificate of inheritance;
- an application to be filled out on the spot.
Having re-registered the SIM card in his name, the heir subsequently has the right to transfer it to third parties in the usual manner established by law.
What do you need to buy?
To answer the question posed, you need to understand what documents a citizen will be required to obtain a license plate. Already awareness of this fact will help to understand such a difficult topic. When purchasing SIM cards from a citizen, they only require money for the purchased number, as well as an identity card. More precisely, a civil passport. No other documents are needed. They are not accepted by mobile operators.
In Russia, a passport is first issued at the age of 14. Accordingly, many believe that it is from this age that one can enter into a contract for the provision of services with a mobile operator. But is this really so? Does a teenager really have the right to buy a SIM card on their own?
Legal side
Registration of a SIM card is a transaction that requires the presence of an identification document and a special agreement. That is, the sale is carried out strictly according to the passport. If you follow this logic, then in Russia any citizen 14 years old can buy a phone number from an operator.
In reality, everything is different - a minor cannot complete the presented transaction. According to the legislation of the Russian Federation, an officially recognized guardian (parent) must be present during registration.
After receiving your passport
I wonder at what age can you get a SIM card for yourself? To understand this issue, you need to refer to the requirements of cellular operators. To conclude an agreement for the provision of their communication services, they require passport data. Without them, purchasing numbers is impossible.
In Russia, a passport is first issued after the age of 14. That is why many, wondering at what age it is allowed to issue a SIM card, indicate the mentioned age. In other words, if you have a passport, you can buy a SIM card.
How to find out who a Tele2 phone number is registered to
You can only find out the owner of the number if you have a SIM card with this phone in your hands.
Declassifying the personal data of a stranger is an illegal act; only the police and the FSB have access to the relevant databases from outside. And even for them it is not always easy to obtain such information, without serious charges and a warrant. It’s another matter if you’ve been using a SIM card for a long time, but don’t remember who issued it. How to find out who the Tele2 phone number is registered to in this case? This can be done in a couple of minutes. We describe in detail how to restore a Tele2 SIM card in the instructions at the link.
Nobody cares. And that's bad
Now the fine for selling SIM cards without registration with a passport is a measly 5,000 rubles. For a seller at the Belorussky railway station, this is a ridiculous amount compared to the revenue.
In addition, police patrols calmly walk past such distributors, not paying any attention to them; I have never heard or seen anyone being fined.
Immediately after me, the next buyer approached my seller - a lively dark-haired guy. I took 5 SIM cards at once, the seller was happy to give a discount - he charged the buyer 900 rubles.
I inserted a “gray” SIM card into my smartphone and fed the scammers.
This fact indirectly confirms that the main thing for distributors is to distribute as many SIM cards as possible; the price of 200 rubles is just a pleasant bonus. The main thing is that SIM cards are used - the profit of both dealers and those who stand behind them depends on this.
Eternal question
The answer is not as simple as it seems. The thing is that people who are thinking about how old they can get a SIM card will not find a clear answer to their question. And this fact is easily explained.
In Russia, there are no clear guidelines regarding the age at which children are allowed to enter into transactions with mobile operators. Therefore, it is difficult to find an answer regarding the topic being studied. But it's worth a try. What options does every teenager face?
For example, children are often denied the sale of SIM cards. As already mentioned, concluding an agreement with an operator is a transaction. Children cannot always conclude them. Until adulthood, the majority of issues are resolved through legal representatives - parents. This means that to the question of how old you can get a SIM card, the answer will be: from 18. Only an adult and fully capable person in Russia has the right to enter into any transactions. And purchasing a phone number is no exception. Also, in some cases, you can buy SIM cards from the age of 16. But only on condition that the citizen has received emancipation or for any other reason has become 100% capable. There is no other option.

Age restrictions
In most cases, persons under 18 years of age are prohibited from entering into a service agreement or making other transactions unless accompanied by a parent or legal guardian:
- According to the rules in force for all cellular operators in the country, independent acquisition of a SIM card is possible only for adults who have reached the age of 18, a citizen upon presentation of a passport or other identification document.
- An exception may be the situation if a person has reached the age of 16 and has been emancipated by a decision of the court or guardianship authorities and recognized as fully capable. Emancipation is possible only if the child works under an employment contract or is engaged in individual entrepreneurship.
- For persons from 14 to 18 years of age who already have a passport, but are not yet adults, the purchase of a SIM card is possible with the consent of their parents or other legal representative. To conclude an agreement, a minor must visit the operator’s office with one of the parents or guardians. Passports or other identification documents are also required.
Attention! Children under 14 years old cannot obtain a SIM card in their name, even with the permission of their parents or guardians.
In such a situation, the contract is concluded for an adult relative, and the child actually uses the number. Later, upon reaching 18 years of age and with the consent of the actual owner, he can re-register it in his name.
