How to call an ambulance in Ulyanovsk in 2021

Number 03, dialed from a street payphone or home phone, is familiar to everyone since childhood, but not everyone knows how to call an ambulance from a mobile phone. However, this is often necessary, because no one is able to predict what will happen to him or his loved ones at any moment. Nowadays, a person always has a mobile phone with him, and sometimes it is the only salvation for calling medical help.

On a note! In accordance with the legislation of the Russian Federation, everyone who is on the territory of the state has the right to emergency medical care in the event of a threat to life. This applies not only to citizens of the country, but also to visitors, regardless of the presence of a Russian passport, insurance policy and other important documents.

Emergency call

For those who have witnessed an important incident, Russia has a general emergency number - 112. It makes it possible to call both emergency medical assistance and the police, gas and other services.

A single number allows you to quickly respond to various situations that require a quick response. Its advantages are as follows:

  • ease of typing;
  • free call, regardless of network operator;
  • the call is made even if there is no SIM card or it is blocked;
  • even in the absence of mobile communication, a connection is made to emergency services.

The general number 112 is general for all services. It does not replace each of them, but redirects them to the required department, which depends on the specific situation.

On a note! If there is an emergency, 911 is dialed in the United States, but it does not work in domestic countries. An alternative option for Russia is 112.

Valuable recommendations

When calling an ambulance, you must strictly follow the instructions outlined by the dispatcher. After all, he asks questions not to satisfy his curiosity, but to prevent emergency situations and provide timely assistance.

Thus, the following information is important for ambulance workers:

  • personal data of the person who called the ambulance (full name);
  • gender and age of the victim;
  • address.

If the dispatcher asks additional questions, this means that the answers to them are also important. The caller, in turn, has the right to inquire about the number of the team that is responding to the call.

In addition, it is important to understand the following points:

  • For one victim, one team is called, this must be taken into account when calling, immediately indicating the number of victims when talking with the dispatcher;
  • patience is required - it is clear that when waiting for an ambulance, time sometimes passes by minutes, but the medical team tries to get there as quickly as possible, understanding the seriousness of the situation;
  • Ambulance services are completely free and funded by the state, so any attempt to take money from the victim is illegal;
  • a call to call an ambulance is not anonymous, even if the phone does not have a SIM card, operators will know where the subscriber is (this is intended for the purpose of quick response and reducing the number of false calls to almost zero;
  • Emergency numbers are never used for the sake of self-indulgence, as it could cost someone their life.

Every person should understand the seriousness of the work of the ambulance team, so he should adhere to the above recommendations.

Attachment to a clinic in Ulyanovsk in 2021

Can the ambulance refuse?

The ambulance will not arrive in the following situations.

  • If the patient has been seen by a doctor before, his diagnosis is known and the prognosis is positive.
  • If there is a need to perform any simple procedure (for example, give an injection).
  • If a citizen is not sick with anything and they are simply trying to “push” him into the hospital because of the burdensomeness of care.
  • If a child called an ambulance. By the way, the dispatcher should not reject a call from a child - the operator should ask the child to pass the phone to one of the adults (for example, a neighbor).

In addition, the ambulance does not go to examine the corpse or conduct a drug examination.

In other cases, medical care must be provided to the citizen immediately (according to Article 11 of the Federal Law “On the fundamentals of protecting the health of citizens in the Russian Federation”). Unfortunately, not all operators know in what cases citizens have the right to call an ambulance. The reasons for refusing to allow a brigade to arrive can be the most absurd.

  • The dispatcher has run out of working hours and does not want to accept the call.
  • The elevator does not work in the building where the patient lives.
  • The patient is too old.

In case of refusal to send a team on call, the dispatcher will incur criminal liability under two articles at once: 124 (“Failure to provide assistance to a patient”) and 125 (“Leaving in danger”). The articles of the Criminal Code also threaten those operators who do not refuse, but also do not show promptness in their actions.

To be fair, it must be said that dispatcher failures are now a rarity. This is due to the fact that all telephone conversations at substations are recorded, and therefore the culprit will definitely not be able to escape punishment.

You should complain about unlawful actions of ambulance employees to the following authorities:

  • Ministry of Health (toll-free number 8-800-500-18-35).
  • Federal Service for Surveillance in Healthcare (same number).
  • Local Department of Health (in Moscow the number is 8-495-777-77-77).

Emergency medical care will be paid - false rumors

In 2021, rumors were actively spreading that starting from June 20, 2021, it would be possible to call an ambulance for free only 4 times a year, and 5 and subsequent times would cost money. It was assumed that an exception would be made for pensioners, disabled people and children. Of course, such information turned out to be another “horror story”, the legs of which, however, do not grow out of nowhere.

About 40% of calls are false, according to estimates from ambulance workers. Sometimes calls come from drunken groups who decided to have fun in this way, other times from lonely pensioners who are looking for at least some attention to themselves, sometimes from suspicious hypochondriac patients, and these are just the most typical cases. Because of this, teams are busy with unnecessary work and may simply not have time to provide assistance to those who really need it.

However, the human right to free ambulance remains unconditional, and limits are inappropriate here. At the moment, there is a fine for a false call to emergency services, including an ambulance - 1000-1500 rubles. The amount is not too large, and the Moscow Regional Duma is seriously talking about the need to tighten the punishment and increase the fine to 5 thousand rubles.
