Can the ambulance refuse?
The ambulance will not arrive in the following situations.

In 2021, rumors were actively spreading that starting from June 20, 2021, it would be possible to call an ambulance for free only 4 times a year, and 5 and subsequent times would cost money. It was assumed that an exception would be made for pensioners, disabled people and children. About 40% of calls are false, according to estimates from ambulance workers. Sometimes calls come from drunken groups who decided to have fun in this way, other times from lonely pensioners who are looking for at least some attention to themselves, sometimes from suspicious hypochondriac patients, and these are just the most typical cases. At the moment, there is a fine for a false call to emergency services, including an ambulance - 1000-1500 rubles.
