  • eliminate abuses when shell companies buy out many SIM cards and then illegally distribute them or use them to organize telephone fraud.

“Of course, amendments of this kind are aimed at strengthening control and combating anonymous SIM cards,” says Sergei Borodin, managing partner of the Borodin and Partners law firm.
