Each mobile operator in Russia has a database of 11-digit unique federal numbers. By phone number you can find out not only the operator, but also the region in which this number is connected.

True, recently the transition from operator to operator while maintaining the number has complicated this procedure, and now it is impossible to say with confidence that the number with the prefix 926 belongs to the Megafon network of Moscow. Every day the number of those who have used this service is increasing, so it is becoming increasingly difficult to determine whether a number belongs to an operator, but not to a region - if you change the operator, the region cannot be changed.

Why do you need to know what phone numbers are in Russia and what region they belong to? This may be relevant if your smartphone has several SIM cards and you want to make calls as cheaply as possible. Or you just want to find out from which region you are being called from an unknown number.

How are country codes distributed?

There are 197 recognized countries in the world and several dozen more unrecognized ones. And there are only 10 numbers that could appear at the beginning of the number.

The International Telephony and Telegraph Consultative Committee, by resolution No. E.164, determined the numbering plan for public networks. The number 7 went not only to Russia, but also to Kazakhstan and Abkhazia. Actually, they inherited the seven from the USSR.

To avoid confusing numbers in neighboring countries, you need to look at the following numbers. For example, Ukrainian numbers start with 380, and Belarusian numbers start with 375.

The same resolution No. E.164 states that telephone numbers can have no more than 15 digits. They are usually written with the prefix “+”. To call a number in this format from a regular landline phone, you need to use the international line prefix instead of the “+” sign.

Driving. October 2021

After the vacation, I paid for the second part of the training (11 thousand rubles) and started driving (with manual driving). October turned out to be sunny. The first couple of lessons I didn’t understand at all how to drive, how to steer... completely awesome. I thought it was all somehow simple, but in fact my head was boiling from the number of operations that need to be done in order for the car to move (and not just drive, but where it needs to go). This feeling did not leave me until the end of the class, because I had just gotten used to starting, I had to steer, I just started steering, I had to make a U-turn, I seemed to have figured out the U-turn, I had to parallel park, drive into the garage, etc. And then we went into the city! There are no complaints about the instructor, but there is nothing particularly to praise either. He gave you the base, but as such he has no interest in your experience. The instructor offered to “help with the exam” so as not to waste time. Offered additional classes, past the driving school. I refused all offers. I wanted to take the exam myself. I finished the basic course and realized that this was not enough for me to take the exam at the traffic police. I took a break and started the next block of classes only in January 2019 with a different instructor.

How to call Russian numbers within the country and abroad

If you are in Russia, you can also use the usual format with 8 or +7. In any case, the telecom operator will understand that you are calling within the country and will easily connect you to the desired subscriber. And you won't have to pay for an international call.

If you are abroad, you need to dial the number starting with “+7”. Otherwise, operators may think that the call is internal, and the person you called will not answer you.

And if you are calling from a landline and there is no “+” button, try dialing “00” instead. But it is better to check the international access code in advance with your local telephone service. For example, to call Russia from the USA, you need to dial 011 - 7 (Russian code) - operator code - phone number.

How to indicate a number in international format?

If a person from another country calls a resident of the Russian Federation, then the international code of Russia must be indicated. Therefore, dialing begins with a plus, then the country code (7) is entered.

If a user registers on a website or in a messenger, then it is worth checking whether the form has a pre-set icon. The developers make it translucent so that a person understands in what format the number must be entered.

After +7 comes the area code or specific operator, and then the main number. Next, eleven digits are dialed if the international code of Russia is used. Using the same principle, numbers of subscribers from other countries are entered.

Why instead of +7 they dial 8

In the countries of the former USSR, the number 8 was used to access long-distance connections. The rest of the numbers were taken. City telephone numbers or numbers of special services began with them: 01 - fire, 02 - police, 03 - ambulance, 04 - gas service, 09 - information service.

After the collapse of the Union, many post-Soviet countries retained the number 8 for long-distance calls in their national numbering plans.

They also decided to consider mobile numbers as long-distance numbers. It’s logical: when you call a cell phone, you don’t know in which city the subscriber is located.

Learning process. Theory. August-September 2021

On July 31, 2021, I was just walking past a driving school and decided to stop by. After a short discussion and questions (it was important for me whether they issue a document upon completion of training, so that I would be able to take the exam not only through a driving school, but also independently), I signed the agreement and made the first payment (13 thousand rubles). Spent: 13,000 ₽

Looking ahead: I received my license on April 25, 2021 (9 months after the start of training). Why is it taking so long, can you do it faster? Can.

I recommend going to theory: asking questions, understanding controversial situations. Theory is a very logical thing. After you learn the basics (rules, signs, markings, that’s all) - most of the answers in the exam can be given using logic and common sense. But some questions will still have to be literally memorized. It is not convenient to prepare for the test using a book (given at a driving school). Find the app on your phone. There are a lot of them. I liked the Traffic Rules Exam 2019 (link for iOS, but also available for Android). The driving school will have one lesson dedicated to first aid. It was carried out by a guest from the Ministry of Emergency Situations. I recommend not to miss it. Because (God forbid, of course) in the case of guts-blood-dismemberment, you need to understand how to act. In short, don’t touch anything or anyone, call an ambulance. But there may be interesting nuances. In general, you will learn all this in class. Don’t be put off by a teacher’s invitation to, for example, try to perform CPR on a dummy. There will be no unnecessary training. In general, a month later I passed the internal theory exam and went on vacation.

What happens if you use 8 instead of 7 when making an international call?

The number 8 in international format is assigned to China and its special regions of Hong Kong and Macau, as well as South and North Korea, Japan, Vietnam, Laos, Thailand, Bangladesh, and Taiwan.

If you start the number simply with 8, then the call most likely will not go through. If you score “+8”, you will reach the international level. And if such a number exists in the listed countries, there is a risk that the call will cost you a lot.

It would seem that all that remains is to get your license. But a) my registration ends on April 27 b) registration through State Services is not available to Belarusians (I have the most verified re-verified account in State Services, with proof of identity in the pension fund, but it is still not available). To sign up for a license, you need to go to the traffic police and receive the coveted coupon on a first-come, first-served basis. The driving school advised “just go early.” They say that coupons are issued from 8 am, and you must arrive at least 15-30 minutes in advance.

I arrived at 7:45 and was blown away. The queue is a million people. Everyone is written down on a piece of paper... fak zis shield, welcomeback tu u-es-es-ar. Is there such a queue with herali? And because only white people can sign up for State Services on time, the rest (Tajiks, Uzbeks, Azerbaijanis, Armenians, Belarusians again) cannot sign up online. So every morning a small Soviet Union gathers at the doors of the traffic police. But, okay, visitors... there are also Muscovites in the queue who came to get a coupon simply because “at government services, registration is only on the 13th,” you see, “and my license runs out already on the 9th.” Well, fucked up, dear, you knew the exact date of expiration of rights for 10 years and fucked up this day, I congratulate you. But that’s okay. But those who start climbing out of line - not okay. They generally wanted to explain through tactile-facial manipulations that we had not gathered here since 5 am to remember Lenin’s ideas. By the way, it really comes down to fights, read my live mini-report from the scene. Knowledgeable people in line said that it was even worse in other branches. Here (in Lobnenskoye) along the cr. At least inspectors have been on watch since half past 7 am and help monitor compliance with the queue when receiving coupons. Otherwise it would just be a farce. This is understandable, in total about 30 coupons are issued, and there are at least a hundred people in the queue. —— Let's summarize. By noon on April 25, 2021, I was returning home with my license in hand. In 9 months from the moment of signing the contract with the driving school, 47,100 ₽ were spent (or ≈5300 ₽ every month). It could have been done faster and cheaper. But I was in no hurry and wanted to learn how to drive, and not get a license for show.

Am I a trembling creature or do I have rights?:) I have. What for? ¯\_(ツ)_/¯ Car sharing will not be available to you without experience. Apart from Lifkar, Kar-Fo-Yu and Carousel, that’s not a fact. The real need for a car in Moscow—well, that’s it... The truth of life is that public transport and taxis completely cover our family’s (two children) needs for transportation. But I still want a car, nine months of torment were in vain or what? But that's another story.

Dialing format will change in a few years

If you want to call from Russia to a number in another country, you can dial the number in the following format: 8 – (wait for a dial tone) –> 10 –> country code –> operator code –> phone number.

In 2021, the international communications format “8 – 10” should have been replaced by “00”, as in many other countries. And use the prefix 0 instead of 8 within the country. But so far this has not happened.

In any case, it’s easier to immediately save the number with “+7” so that you can dial it with one touch from anywhere – be it within the country or from abroad.

Retake 1. Venue. March 2021

Before retaking I pay 1000 rubles again. driving school for organizing it. During the retake, I stalled on the very first exercise - an overpass (you can stall twice on the platform). But I press the brake while I’m at it and don’t allow it to roll back. I start up and drive over the overpass. In general, the overpass is the most difficult thing on the site; 50% of those taking tests fail on it, the majority are girls (I’m not a sexist, just statistics that I observed three times on the exam site). The most annoying case was when a girl drove perfectly over an overpass and almost didn’t reach the end of the exercise (after the overpass, the front wheels should stop in the corridor between cones ≈ 1 m wide).:) She and the inspector argued for a very long time whether she had arrived or not. But in the end - a retake. And I’m great. I drove everything right this time and went to wait for the exam in the city. The city did not give up. Exceeded the speed limit by 2 km/h in a section with a 20 km/h limit. The cunning inspector first suggested that I make a U-turn (on a one-way road), I hesitated for a second, but immediately said that this was not allowed. Immediate command: find a parking spot. “There are signs on both sides - stopping is prohibited.” In short, while I was looking at the signs, the speed was 2 km/h and exceeded (and there was a hundred-meter section with a limit of 20 km/h), which the inspector immediately noticed and gave a failure. I have no complaints, you have to be careful.

There is another option. Enter the request “telephone code” and the first four digits of the number in any search engine: the first is the country code, the next three are the operator code. If the call was from a landline, the search engine will show the country and state/region.
