Modern technologies help ordinary users (and, alas, scammers) with this: virtual numbers and calls with number spoofing. In the first case, the subscriber can buy a number with code +2 through a special online service and then start using it. This is done not only by large companies to call customers, but also by scammers who want to call as many potential victims as possible.
Calls with spoofing work differently: a real number is used for the call, but visually it is replaced with the combination of numbers that the caller chooses. Accordingly, it is the selected combination that will appear on the screen of the subscriber’s smartphone during the call, and not the real number of the caller. Search for a city by phone number. A Russian landline telephone number consists of 10 digits: area code + subscriber number. The area code may consist of 3, 4 or 5 digits depending on the number of subscribers to the city telephone network. The first three digits in the telephone area code are the area code. Thus, all cities in the same region have the same first three digits. The exceptions are regions with several codes and federal cities.
Regional telephone codes in the Russian Federation are three-digit and look like 3xx, 4xx, 8xx depending on the districts:

For long-distance calls within Russia, 8 (intercity access code) is added before the landline subscriber number. The length of the entire telephone number, including 8, is 11. For example. Calls via Skype
You can make calls via Skype, not only using your login. The service allows you to buy a special Skype number. It looks almost like a regular number, and you can call it from a mobile or landline phone. The peculiarity is that Skype only supports phone numbers from a limited number of countries. For example, Russian users have to choose a Skype number with someone else's dialing code to purchase.
Therefore, a number with a +2 code can belong to anyone who buys it, even if he does not live in a country with such a dialing code. However, usually Skype numbers differ from regular numbers in appearance: they can be several digits shorter, or, conversely, longer than the Russian number format.
