Usually the call to the police is due to some kind of emergency or dangerous situation. At such moments, it is extremely important to make the right decision in a timely manner.
Nowadays, when a mobile phone is available to every citizen, making a call and inviting law enforcement officials can be done very quickly and easily. But in practice, it turns out that not all owners know which number to dial in such situations. In order to correctly and timely resolve unforeseen situations, you should worry in advance and save the phone numbers in the memory.
What should I say
Now that you know where to call in case of an accident, you need to clearly understand what information should be provided:
- first you should say that an accident occurred and you want to call the traffic police crew for registration;
- specify: whether there are victims or not;
- then indicate the place (address) where the incident occurred, the exact time, the number of cars involved in the accident and their license plate numbers;
- Finally, you should ask for the telephone number of the traffic police department of the locality (administrative district in a big city, for example, St. Petersburg, Kazan, Moscow) in which the accident occurred.
- do not forget to ask for the position and surname of the person who received the information from you.
Afterwards, it is recommended to call the local traffic police and repeat the information, so to speak, to be on the safe side.
In general, it is not uncommon that when you call regional structures, you will immediately be offered the duty officer of the local traffic police. Then just check the number and call there.
Application to the district police officer against a neighbor
It doesn’t matter whether a statement against neighbors is written to the district police officer according to the sample or not, it must contain accurate data about what happened.
In the header you should indicate:
- position, full name of the addressee;
- applicant's contacts.
In the middle of the sheet:
- the word "Statement";
- what specifically disturbed your peace;
- where and how everything happened, the exact time and circumstances of what happened (in detail);
- that these actions violate paragraph 3 of Article 17 of the Russian Constitution;
- “I ask you to take measures to... and report it to me.”
Bottom right:
The police station will tell you the name of the police officer to whom you should address your application. It is important to indicate in it the address where you actually live, and not by registration. Anonymous complaints are rarely taken into account when something serious has happened.
The incident should be described in great detail. It is important to describe what you yourself saw. If there are people who confirm your words, provide their contact information.
If there are still controversial issues, you can also consult a free chat with a lawyer at the bottom of the screen or call Moscow; Saint Petersburg; ext.480 Free call for all of Russia.
Formulate a list of violations for neighbors to eliminate in a separate sentence. List the measures that need to be taken against the offender. They must comply with the laws of the Russian Federation.
If the local police officer is not there, you do not have to try to get an appointment with him. The duty officer will accept the request and register it. Then he will transfer the document to the addressee, and you will be contacted for further work.
In big cities
No one is immune from an accidental accident, even with the most careful driving. Therefore, each driver must have information about the telephone numbers of territorial traffic police departments in his set of necessary tools. Given the congestion of telephone lines, you should call the desired number immediately.
Let's give an example of how to call the traffic police in case of an accident in Moscow.
First you need to decide in which administrative territory of the city the incident occurred. Let's say the southwestern administrative district. Accordingly, you should call the duty unit of the traffic police department in the South-Western Administrative District of Moscow.
Drivers living in Moscow can register several telephone numbers so that in case of an accident they can call the traffic police at the address number:
- territory of the Central Administrative District of Moscow -,, 264-65-80, 236-41-36;
- territory of the North-Western Administrative District of Moscow;
- territory of Moscow CJSC, (495) 448-53-80;
- territory of the South-Western Administrative District of Moscow;
- territory of the Southern Administrative District of Moscow, 324-31-83;
- territory of the South-Eastern Administrative District of Moscow;
- territory of the Eastern Administrative District of Moscow;
- territory of North-East Administrative District of Moscow;
- territory of the Northern Administrative District of Moscow -.
According to a similar scheme, you need to call the traffic police of St. Petersburg and other large cities of Russia.
The second way to call the police (formerly the police) or operational assistance
Based on the principle of the number 911, famous from American films of the 90s, a single number for calling immediate response services has been created in Russia - 112. Its use is not much different from a direct connection with the police dispatch service. Here is the procedure when using a single number:
- dial 112 on your device;
- after connecting to the voice menu, to contact the police, press the number two on the phone keypad;
- After completing these steps, you will automatically be redirected to the dispatcher line of the nearest police station.
The total time to make a call will not take more than two to three minutes and will depend on the quality and load of the network.
Attention! Just like to number 102, a call to the single number 112 is absolutely free, it can be made with a negative account balance or without a SIM card, as well as from payphones and telephone sets located in public places.
Calling emergency services from a mobile phone for different Russian operators
Not everyone understands how to dial the usual combination of numbers 02 from cell phones if they do not support such combinations. You can find the following information:
- To call intelligence officers from a mobile device, you can use special numbers. Using the combination 112, press the call button and wait for instructions from the answering machine.
- An emergency call can be made by dialing the two-digit combination assigned to your mobile operator.
- In all situations where a quick response is required, you can call for help by dialing 112. This is a single number that is suitable for all telecom operators. You can make calls even in cases where the SIM card is blocked or is not in the smartphone. There is no charge for the service.
When a connection to the service occurs, an answering machine is triggered. He will speak a message in two languages - English and Russian, listing how you can connect to different services. If no key is pressed while reading the message, it is repeated, then the call is forwarded to the multi-channel single number 112.
After connecting with the operator, you need to answer several questions. How many there will be depends on the complexity of the situation.

How to call the police from a mobile phone?
It is no secret that today anyone can become a participant in a traffic accident. Even if you drive extremely carefully, another car can hit yours at any moment. Therefore, it is extremely useful to know how to call the traffic police from a mobile phone in Moscow or another city in Russia.
In case of any accident, you need to call traffic police officers, and a cell phone today is the only way to contact them, since it is at least naive to expect that there will be a landline phone nearby.
As a rule, an emergency or accident happens unexpectedly, and then there is simply no time to remember or find out the number of the required service.
It is best to write down the numbers of all emergency services in the phone book so that, if necessary, you can make the necessary call to the Ministry of Emergency Situations, ambulance, traffic police or the police. Don't be lazy and do this important thing right now.
In addition, it is very advisable to have in your telephone directory the number of an insurance company, which, if necessary, can also call a police squad to the scene of a traffic accident.
At the same time, it is not at all necessary to write down only cell phone numbers; regular landline numbers will do, you just need to know how to enter the area code correctly.
But we should not forget about the common emergency numbers offered by mobile operators.
The fact is that if you (pah-pah-pah) get into a traffic accident in some other city or region, the city service numbers of your locality will be completely useless. Therefore, you will have to call exactly the same numbers.

Phone: 902
Calls to single numbers are completely free from all telecom operators (MTS, Megafon, Beeline, Tele2, etc.).
Another way to call the traffic police (traffic police, traffic police) or emergency services from a mobile phone is number 112 for calls from mobile phones. This is the number of the Ministry of Emergency Situations and calls to it are also completely free for all operators.
Single free phone: 112
Moreover, you can call it even if there is no SIM card installed in the phone or the mobile phone is blocked for outgoing calls.
How to call the traffic police if there is no connection
Unfortunately, in Moscow, and in the country in general, cellular communications still have many “blind” spots, so your phone will not receive a signal everywhere. If you become involved in an accident in one of these places, the only way out is to ask drivers passing by to call the desired service from where cellular communication is available.

How to call a police squad?
In situations where a quick police response is critical, it is important for the person calling for help to manage their anxiety and emotions and communicate the following information as clearly as possible:
- what exactly happened (describe the brief essence of the incident);
- the address where the applicant or other people requiring police assistance are located;
- Full name of the caller and/or the affected person;
- contact phone number for communication.
When communicating with the operator, it is important to answer all additional questions as succinctly as possible.
If you do not know the exact address where law enforcement officers need to arrive, you can try to find it out using:
- addressing passers-by;
- address signs on nearby buildings;
- orientation to large objects located nearby (metro station, shopping center, bus stops, mile markers along the highway, etc.);
- use navigation applications on your smartphone.
Excessive Expectations
The second mistake that most people make is that they expect the impossible. It seems to them that there is almost a Minister of Internal Affairs on the other side of the line. No, a dispatcher girl usually sits in the control room and her task is essentially very small: she must open the required card in the computer (she has 60–70 templates there), using these templates she must fill out the registration card, and ask you a certain number of questions , which are provided by the algorithm.
The dispatcher has 2-3 minutes for you, after which she will close your card, send it on and forget about you. You just need to help her, help her, make a request so that it is easier for her to open the card.
Start your request as clearly and specifically as possible, for example, I had a theft, a murder, hooliganism, an attack on the street.
If you don’t know how to formulate this, then try to formulate your request as concisely, simply and briefly as possible. Help the dispatcher open the required card and fill it out in 3 minutes, as required by administrative regulations. No need to tell long stories, make these minutes as productive as possible.
How to call rescuers?
To call rescuers, call:
- from a landline phone at numbers 01, 101, 112;
- from a mobile phone (for all operators) by numbers 101 and 112.
Rescuers must be called in case of emergencies. Natural emergencies include:
- hazardous meteorological phenomena - storms, hurricanes, tornadoes, squalls, thunderstorms, severe snowstorms, snow drifts, extreme temperatures;
- hazardous hydrological phenomena - floods, tsunamis;
- hazardous geological phenomena and processes - earthquakes, landslides, karst sinkholes;
- natural fires.
“>natural or man-made emergency situations include:
- industrial accidents (radiation, chemical, biological and hydrological accidents, accidents in utility networks, sudden collapse of buildings, accidents in power grids);
- fires and explosions (flammable gases, liquids, flammable dust, fibers, solid flammable substances and materials, non-flammable substances in a cold state);
- dangerous incidents in transport and communications (transport accidents, aircraft and railway accidents, traffic accidents, accidents on main pipelines, water communications and hydraulic structures, on main pipelines and in underground structures).

When is it necessary to call the traffic police in case of an accident?
Calling the traffic police in the event of a traffic accident is currently not always mandatory. In order to avoid the participation of the traffic police service in post-accident proceedings, several conditions must be met simultaneously:
- there are no injured parties;
- 2 cars were involved in the accident;
- both drivers have a compulsory insurance policy.
Drawing up a European protocol is only possible if two vehicles are involved in the accident. To further receive insurance payments, both participants must have insurance, and the MTPL agreement must not be expired at the time of the incident.
When the damage to an innocent driver does not exceed 100,000 rubles, it is permissible to draw up a Europrotocol using a paper form, even if there are disagreements. In case of damages from an accident from 100,000 rubles. up to 400,000 rub. It is permissible to draw up a Europrotocol only if there are no disagreements and using the special application “Accident.Europrotocol”.
If all these factors are present in your situation, you can fill out a Europrotocol (road accident notification form) and contact the insurer with this document within 5 days. Both the culprit and the injured driver must contact the insurance company. The notice must indicate the approximate amount of damage, which is negotiated personally by the drivers of the colliding vehicles.

When should you call an emergency responder in case of an accident?
You should contact him if you need support and advice on further actions, as well as assistance in documenting the circumstances of the accident. An accident commissioner is a qualified specialist who accompanies participants in road accidents. Here is a list of his basic responsibilities:
- a thorough inspection of the scene of the incident;
- calling an ambulance if necessary;
- provision of pre-medical technical and moral support;
- providing assistance in the performance of official duties;
- objective recording of circumstances;
- creating photos and videos;
- interviewing witnesses;
- preliminary assessment of the amount of damage;
- assistance in paperwork;
- calling a tow truck;
- counseling participants in the accident;
- resolving issues related to contacting an insurance company;
- issuing a certificate.
The specialist, having arrived at the scene of the incident, will draw up a European protocol in accordance with the rules, for this each driver will have to pay 1,500 rubles. The accident commissioner can be assigned to an insurance company (in some CASCO policies his services are offered free of charge) or work in a separate private service.
Where to call
There are three ways to call the traffic police to the scene:
- Use a single number for all mobile operators “102”. There is no need to enter any additional characters or numbers.
- Emergency call "112". Once connected, the operator will connect you to the police upon request. If calls are received by a machine, then dial “02” in tone mode. The emergency number is available in any case (no money on the phone, the SIM card is blocked, and even if there is none).
- Call the local telephone number of the regional traffic police duty station.

The Russian Ministry of Internal Affairs has released an application for emergency calling the police [video]
The Ministry of Internal Affairs of the Russian Federation has released a mobile application for the iOS and Android platforms, with which you can urgently call the police, find your local police officer and obtain background information about the activities of the internal affairs bodies of the Russian Federation.
The application itself determines the nearest police department by geographic location and calls it if trouble happens to a person, the developers said. If it is impossible to get through there, the call goes to the number “102”, and if the call does not go through here either, then to the “112” service.
“For the first time, the Russian Ministry of Internal Affairs made a mobile application for the official website; it is now an integral part of it. The main goal was to create an application for a person: any citizen, having a phone in his pocket, can quickly use this application and literally call the nearest police department with just two “clicks,” said department official Andrei Pilipchuk at a briefing at the Ministry of Internal Affairs.
The application has already been launched and is freely available: any user can download it to their mobile phone for free by going to the App Store or Google Play.
“We would like to ask both journalists and citizens to test this application. If ideas for developing the application arise, we can implement them. We are ready to listen to comments, for this we have specially created a mailbox. We will improve the application,” he emphasized.
The Ministry of Internal Affairs urges caution when testing the application so as not to distract police officers from receiving calls reporting real incidents. “I ask you to treat this with caution... there is a liability for false calls to the police. There is also criminal liability: there are fines of up to 1 million rubles and up to five years in prison. There is also responsibility provided for by the Code of Administrative Offenses of the Russian Federation. I ask you to keep this in mind,” said the official representative of the Ministry of Internal Affairs of the Russian Federation
Pilipchuk emphasized that the Russian Ministry of Internal Affairs application does not collect any data about the citizen’s location or his movement.
Today there is a promotion - consultation of lawyers and advocates 0 - rubles.

Mobile numbers to call the police
Today, modern mobile phones do not support the former number 02. The police were called about it about 30 years ago. Now even the name of the emergency department has changed, not to mention the number by which it can be called. The minimum number of characters that now needs to be dialed is three digits. Moreover, the set of these numbers may differ for each mobile operator.

For what reasons should you call the police?
You should contact emergency services by telephone only if you have become a participant or witness to a situation that has resulted in a danger to the health and life of people or the safety of property.
In other words, any criminal activity is grounds for calling the police.
Each appeal that contains information about a crime or administrative offense is accepted by the officer on duty, recorded in the Book of Applications and Reports of Crimes, and then immediately transferred to the operational response department.
After receiving a complaint, police officers are required to:
- arrive at the scene of the incident as soon as possible;
- stop criminal activities;
- eliminate all existing threats to the health and life of citizens;
- document all the circumstances of the incident, crime or offense;
- ensure the safety of traces and evidence of the crime;
- take other measures within the framework of current legislation.
A timely call to the police can save people's lives and health. Therefore, in a difficult situation, it is extremely important to try to cope with stress and call emergency services in a timely manner. If you only need the help of police officers, just dial the short number 102 from your mobile phone.
Statement to the district police officer against neighbors for insulting
When discussing everyday issues between neighbors, the situation can get out of control. To protect yourself and your loved ones from insults caused by neighbors, you need to contact the local police officer with a complaint.
In the header of the application to the district police officer against neighbors for insulting they write:
- Full name and position of the addressee;
- applicant's contacts.
In the middle of the sheet they write:
- the word "Statement";
- tell in detail what happened: the circumstances, time, place in which the neighbor insulted you or your loved ones;
- It is advisable to attach evidence: audio, video recordings, eyewitness accounts;
- refer to Article 20.1 of the Code of Administrative Offenses of the Russian Federation;
- write “please take action on ___ and let me know”
Bottom right : signature, date.
Step-by-step instructions for action in case of an accident
The first actions of a driver in an accident
The first thing to do is stop the car, turn off the engine and remain calm. At the same step, you need to turn on the alarm.
Government Decree No. 907 of September 6, 2021 states that the roadway must be cleared in order to remove obstacles to the movement of other cars. Failure to comply with this rule will result in a fine. On the other hand, moving a car from the scene of an accident can distort the picture of what happened and prevent the drawing up of a fair diagram of a road accident.
Before moving the car from the scene of the accident, you must:
- call the traffic police officer on duty and find out whether this should be done;
- if he “gave the go-ahead”, do not rush: think about how much this will interfere with drawing up a true picture of the emergency situation;
- if you decide to move the car, take several photos and video reports from the scene of the collision, and enlist the support of witnesses.
Remember! It’s better not to move the car and pay a fine than to do it thoughtlessly and be charged with a criminal offense!
Installation of an emergency sign
To warn drivers of passing cars about an emergency situation on the road and prevent the occurrence of another accident, it is necessary to install a special sign. It should be placed at a distance of 15 m from the vehicle in a populated area and 30 m on the highway. The fine for ignoring this requirement is 1000 rubles.
Providing assistance to victims
- If passengers were injured during an accident, they must be given first aid. Attention! It is forbidden to take independent measures to provide first aid if you are unable to do this, because such attempts are fraught with complications of the general condition and death!
- If serious complications occur, hospitalization is required. To do this, you need to call 103. If dialing is unsuccessful, call 911 or 112.
- If the arrival of an ambulance in the near future is impossible, it is permissible to transport the victim to the hospital in a passing vehicle.
Application for noisy neighbors
In the header of the application for neighbors who make noise, they write:
- Full name, position of the district police officer;
- address, telephone number of the applicant.
In the middle of the sheet:
- the word "Statement";
- describe what happened;
- indicate in detail the day, place, time of noise occurrence;
- it is advisable to write that you tried to resolve the conflict peacefully, but that it did not bring results;
- note that the neighbor’s behavior contradicts paragraph 3. Article 17 of the Constitution of the Russian Federation;
- write “please take action to... and let me know about it.”
Bottom right : date, signature.
It is important to know that the following are considered noise by law:
- repair work;
- car alarm sounds;
- playing musical instruments;
- singing, shouting;
- TV, radio or other audio device turned on at a volume higher than normal;
- launching fireworks.
Federal Law N 52-ФЗ dated March 30, 1999 prescribes the permissible noise level during the day (7:00 - 23:00) and at night (23:00 - 7:00). According to standards, during the day it should be within 40 dB, at night - up to 30 dB.
