“Since the times of the USSR, we have had an inverted frequency comb: what is military frequencies in the world, we have civilian ones, and vice versa,” he said.

The main opponent of mobile operators is the Ministry of Defense. In its response to the draft concept for the development of fifth-generation networks in Russia, the department noted: satellite communications operate at frequencies of 3.4–3.8 gigahertz, which are used by intelligence services and Roscosmos.

In addition, work in 5G networks is allowed only on domestic equipment, which is not yet available.
