What is this number?

It's all about the Law "On Communications", which was adopted and regulated in November 2021, and from June 1, 2021, the requirements came into force. All these measures were introduced to combat illegal sales/use of gray SIM cards, which, according to rough estimates, occupy 20% of the total number of numbers. By “gray” we mean those cards whose subscribers are not identified by passport and full name.

Today, operators check their databases and, using special algorithms, identify suspicious numbers. After this there are several options:

  • the subscriber is called by an operator (or bot) with an offer to come to the nearest office and confirm his identity;
  • They may also offer to send scans of documents through your personal account by e-mail;
  • the system automatically sends “Check SIM card” messages, and the subscriber must contact support;
  • the operator himself checks the subscriber using the available data through the Unified Identification and Logistics Portal, State Services.

The law aims to eradicate gray SIM cards

In addition, all retail outlets will be required to send data about cards sold to mobile operators so that they can enter it into their databases. Keep this in mind when purchasing.

How SIM cards are checked

It should be noted that the definition of “gray” numbers refers to SIM cards that cannot be identified by the subscriber’s last name and passport. In connection with this law, you may receive a message from number 2037 on your phone when checking your SIM card.

Many mobile operators began independently checking and eliminating illegal cards even before the adoption of the law against “gray” numbers. Customers using such numbers were notified of card verification through messages, electronic assistant, and through other communication channels. Users were advised to contact the center to register their numbers.

The MTS provider has also begun work related to the elimination of illegal SIM cards. If the operator’s system detects such a card, it will completely stop providing services to the user and will not serve him.

Agents found distributing SIM cards will be suspended from their activities. All mobile providers adhere to this rule.

The adopted resolution contains several clarifications:

  • each cellular provider must verify the accuracy of the information provided by the client when applying for an operator card;
  • the provider must clarify the information with the user if it is not entirely clear or is presented incompletely;
  • in the event that the client refuses to provide clarifying data, the operator has the right to limit the provision of options to this person.

In addition, this law prohibits the sale of SIM cards if the necessary documents for purchase have not been shown. The above rules apply to all subscribers, both those who are just purchasing a SIM card and those who have been connected to the network for a long time.

The resolution banning the provision of a package of services without presenting personal documents was adopted back in 2014, but in many cases it was simply ignored. Therefore, a new law was adopted with more effective measures to combat “gray” cards.

Illegal cards are most often used by fraudsters, so this law is designed to protect ordinary citizens from calls from unknown numbers that are difficult to track.

What happens if you don't send the data?

In the first months, telecom operators are only testing this situation and trying to find the optimal algorithm for identifying gray numbers. This is why there are no large-scale blocking of numbers yet (it’s their money, after all). But, according to the Law “On Communications”, if a subscriber has not specified his data within the allotted 15 days, he must be disconnected. Everything is according to the law - suing will not help.

By the way, these changes apply to landline communications and even the Internet. Providers can also check your data if there is a request from the police or Roskomnadzor.

It’s simple, they called you (sent SMS) from number 2037, since it is the main service number. Notifications about activation of subscriptions, or balance/debit notices can also come from it.

If you are faced with a charge due to number 2037, then most likely you have activated your subscription. Here's what to do:
