Rating of Russian cellular operators for 2021 - TOP best

It's no secret that even in our time you can find low-quality cellular communications. Moreover, insufficient coverage can be observed both in remote villages of Russia and in metropolitan cities. And so that you don’t get lost in guessing which TV provider is better, we suggest you familiarize yourself with the rating of cellular operators in the Russian Federation.

MTS

MTS is the oldest and most popular operator both in Moscow and throughout Russia. It boasts the most impressive number of users - the company currently serves about 78 million people, which is approximately 30% of the total number of Russian subscribers.

Connection quality

MTS is one of the most stable mobile operators not only in the capital, but throughout Russia.

According to the latest study by Roskomnadzor, in Moscow and the region, MTS demonstrates the following indicators:

  • The average share of undelivered SMS is 0.5%;
  • The percentage of unsuccessful attempts to establish a voice connection with another subscriber is 1.5%;
  • Average speech intelligibility - 3.9 points;
  • The average SMS delivery time is 3.9 seconds;
  • The share of voice connection interruptions is 0.3%;
  • The average proportion of voice connections with low speech intelligibility is 1.1%.

According to most indicators in this section, MTS leaves its competitors far behind.

Internet connection

The situation with the Internet for MTS is also good:

  • Average download speed - 13.1 Mbps;
  • Average upload speed is 3 Mbit/s.

These are some of the highest speeds among all mobile operators. In terms of speed, MTS is second only to Megafon. Another strong point of MTS is the high quality of connection. The operator is highly stable; he has virtually no problems with connection even in such “difficult” places as underground passages and basements.

Tariff plans

The weak side of MTS is its tariffs. All the operator’s offers are quite expensive and are designed for customers who actively consume communication services. For this reason, many subscribers choose other mobile operators.

In December 2021, the situation changed. The operator announced the release of “Netariff” - this is a unique tariff constructor that allows you to customize services and options to suit your needs. The minimum content of the “Netariff” includes 5 GB of traffic, 200 minutes and 50 SMS messages. In Moscow, such a tariff will cost 453 rubles. per month. Of course, this is not the cheapest tariff, but it is already noticeably cheaper than other MTS options.

Which operator is better? Rating of mobile operators 2021 by quality and price

Mobile communications are something without which it is difficult to imagine life in the modern world, so it is not surprising that every mobile operator is trying to somehow modernize its services and capabilities in order to keep up with the times and not lose its regular customers.
That is why, when a user wants to change an operator or add another one, he uses ratings in order to understand which one is better to connect to and which one is better not to use. Rating:

  1. MTS;
  2. Megaphone;
  3. Beeline;
  4. Tele 2.

Megaphone

Megafon is the second most popular provider in Russia, with the widest coverage throughout the country. Currently, its services are used by 75.9 million subscribers, which is about 29% of the total cellular communications market in Russia.

Connection quality

Despite the impressive coverage map, Megafon is inferior to other operators in terms of the quality of communication services.

According to Roskomnadzor, Megafon demonstrates the following indicators:

  • The average share of undelivered SMS is 1.1%;
  • The percentage of unsuccessful attempts to establish a voice connection with another subscriber is 2.5%;
  • Average speech intelligibility - 3.9 points;
  • The average SMS delivery time is 4.5 seconds;
  • The share of voice connection interruptions is 0.4%;
  • The average proportion of voice connections with low speech intelligibility is 1.4%.

In terms of low speech intelligibility and the number of unsuccessful calls, Megafon is noticeably ahead of other cellular providers in Moscow. Similar data is reflected in customer reviews - subscribers often complain that calls are dropped, the sound disappears, and interference occurs during a conversation.

Internet connection

Megafone is doing much better with the Internet than with voice communications and SMS messages:

  • Average download speed - 13.8 Mbps;
  • Average upload speed is 2.4 Mbit/s.

Despite the high download speed, it cannot boast of a stable Internet connection. Communication does not work well in buildings and especially in the underground, it often breaks down, and can suddenly slow down for no particular reason.

Tariff plans

Megafon's tariffs are more interesting than those of MTS. The most budget tariff “Minimum”, included in the “No overpayments” line, can offer the following content:

  • 300 minutes to all numbers in the region of your stay;
  • Completely unlimited conversations with Megafon subscribers;
  • 6 GB of mobile traffic at maximum speed;
  • Messengers do not consume the traffic package and can be used even in the red.

The tariff also includes a “Piggy Bank” - it includes all the minutes and traffic not spent during the month. They can then be used at any appropriate time. The subscription fee is 390 rubles. per month.

What to look for when choosing

To decide which operator is better, you need to create your own rating. During the analysis process, it is important to look at the following criteria:

  1. The quality of communication of a cellular company from the perspective of the risk of interruptions.
  2. Network coverage. Before connecting, it is important to study how much the area where you live is covered by towers and whether you can count on uninterrupted services.
  3. Rates. When choosing, subscribers try to get more services at a lower price. It is important to take into account that tariff plans are conventionally divided into corporate and personal.
  4. Services. This includes all options that the operator additionally offers. This could be MMS, SMS, roaming, mobile Internet, money transfer and others. The more there are, the better.
  5. Work of call centers. It is very important that the subscriber can contact the operator at any time.

Please note that the rating of Russian mobile operators based on communication quality or other parameters is purely conditional information. Each user chooses a company for himself, taking into account the criteria discussed above: communication quality, coverage, tariffs and package of services provided. Promotions held in the region may also influence the decision. Please provide your rating of the best mobile operators of 2021 in the comments.

Beeline

Beeline is the third most popular operator, which owns 21% of the total cellular market in Russia. Currently, 54.3 million people use the provider’s services.

Connection quality

Beeline demonstrates good performance in terms of quality of communication services. Here is the data provided by Roskomnadzor:

  • The average share of undelivered SMS is 1.5%;
  • The percentage of unsuccessful attempts to establish a voice connection with another subscriber is 2.1%;
  • Average speech intelligibility - 3.9 points;
  • The average SMS delivery time is 6.4 seconds;
  • The share of voice connection interruptions is 0.5%;
  • The average proportion of voice connections with low speech intelligibility is 0.6%.

In terms of performance, the operator is significantly inferior to MTS, but in practice in Moscow, Beeline demonstrates a fairly high quality of communication. Calls are rarely interrupted, and there is virtually no background noise.

In the regions the situation is worse, but in the capital, Beeline’s results are on par with MTS and significantly better than Megafon’s.

Internet connection

More recently, Beeline could not boast of high Internet speed, but in 2021 the situation has changed. Now the operator can compare with the leaders in this industry - Megafon and MTS. The average Beeline download speed in 2021 ranges from 10-12 Mbit/s, upload speed is around 2.5 Mbit/s. The weak side of the Beeline Internet is stability. In Moscow, customers often complain about the inability to connect, Internet failures in buildings (especially in basements), and disconnections in the metro.

Tariff plans

Beeline recently released a new tariff plan that left most of its competitors far behind. This is the “Communication Z” tariff, which offers customers fireproof packages of traffic, minutes and SMS messages. Within the framework of this tariff, the subscriber can connect only those services that he uses and spend them for an unlimited time.

There is no subscription fee - money is only withdrawn when purchasing a new package when the old one ends. The “Communication Z” tariff plan, which includes 10 GB of traffic and 100 SMS, will cost a Moscow subscriber 500 rubles. Yes, it’s not cheap, but the packages are guaranteed not to burn.

How many results were included in the test?

We had 22.7 thousand participants, of which we eliminated 50%. These are results from other countries and from the home Internet. All tests whose geolocation and/or operator could not be determined were also separated.

As a result, the plate with five TOP operators in Russia totaled 11,203 unique entries .

Of these by operator:

▪ MTS: 3285 measurements

▪ MegaFon: 2983 measurements

▪ Beeline: 2162 measurements

▪ YOTA: 1479 measurements

▪ TELE2: 1294 measurements

Comment: the number of measurements by operator indirectly hints at the size of the user base. Those who have fewer measurements have fewer clients.

Tele 2

Operator Tele2 is a subsidiary of a large Swedish company, currently owned by Rostelecom. The services of this provider are used by 18% of the total Russian market - that’s 45.9 million subscribers throughout the country.

Connection quality

Tele2 is the undoubted leader in communication quality in the capital. According to Rostelecom's indicators, the operator demonstrates the following indicators in Moscow and the Moscow region:

  • The average share of undelivered SMS is 1.9%;
  • The percentage of unsuccessful attempts to establish a voice connection with another subscriber is 0.5%;
  • Average speech intelligibility - 4 points;
  • The average SMS delivery time is 8.9 seconds;
  • The share of voice connection interruptions is 0.4%;
  • The average proportion of voice connections with low speech intelligibility is 0.1%.

As you can see, there are some problems with SMS messages, but speech intelligibility is higher, there are almost no problems with making calls, and there is practically no interference during calls. Customer reviews show similar statistics.

Internet connection

In terms of the quality and speed of Internet connection, Tele2 lags noticeably behind all major operators. Here are the indicators the research shows:

  • Average download speed - 10.2 Mbit/s;
  • Average upload speed is 2.4 Mbit/s.

In terms of numbers, the gap seems insignificant, but in practice, Tele2’s speed is noticeably lower than that of its competitors. But the operator is characterized by high connection stability.

Tariff plans

Undoubtedly, Tele2 is the cheapest operator in Moscow and the Moscow region. Its most budget tariff, “My Conversation,” includes the following set of communication services:

  • 200 minutes to any numbers in your home region;
  • Full unlimited for Tele2 subscribers throughout Russia;
  • 6 GB of Internet traffic at maximum speed.

In terms of content, the tariff plan is comparable to Megafon’s offer, but costs significantly less - only 300 rubles. per month. Finding such a budget tariff in Moscow is now almost impossible.

Yota

Yota is a virtual operator working on Megafon towers. While the company cannot compete with the Big Four operators, it already serves over 4.5 million subscribers.

Connection quality

Roskomnadzor does not include the quality of Yota's communication services in its studies, but in general the operator exhibits the same connection problems as the parent company.

Calls are often dropped, interference occurs during calls, the sound disappears partially or completely, and speech becomes unintelligible. Also sometimes messages are not sent. If you believe customer reviews, Yota is ahead of Megafon in terms of communication quality, but it still doesn’t match the best provider in this category.

Internet connection

Independent studies have shown that Yota's connection speed is significantly higher than that of all the Big Four providers. Yota's maximum download speed in Moscow reaches 150 Mbit/s, while other operators demonstrate from 60 to 105 Mbit/s. Unfortunately, at such a high speed the connection is not very stable. The network often has poor reception, and file downloads may be interrupted.

Tariff plans

The main feature of Yota is its flexible constructor, which allows you to customize the tariff with an accuracy of the minute and gigabyte. This makes it possible not to overpay for unnecessary things. A budget tariff, which includes 200 minutes to any Russian numbers, free calls to Yota and 6 GB of traffic, will cost 300.38 rubles in Moscow and Moscow Region. per month.

This is a few kopecks more expensive than the Tele2 offer, but the minutes can be spent on calls throughout the country.

Comparison of tariffs of mobile operators in 2021

Every year, mobile operators introduce new tariffs to the market, which always have some special features. But most of all now the emphasis is on the availability of mobile Internet. Moreover, tariffs with greater access are sold out first.

Operators will also come up with separate tariffs for young people and separate tariffs for older people.

Summary

It is difficult to definitely choose the best operator in Moscow and the Moscow region. In terms of overall communication quality, Tele2 and MTS are leaders, in Internet speed - Megafon and Yota, in terms of content and cheapness of tariff plans - Tele2 and Yota. If you call a lot, it is better to stick with Tele2 - this operator has the fewest problems with calls. But if you constantly use the Internet, take a closer look at Iota. The connection is very fast, and the designer will allow you to choose a tariff that is ideal for your needs.
