On Friday, Rostelecom did not comment on the construction of the underwater line; Mr. Shipulin could not be contacted. Prime Minister Dmitry Medvedev's press secretary Natalya Timakova forwarded Kommersant's questions to the Ministry of Telecom and Mass Communications. At the end of March, the online publication Comnews reported that the installation and technological department of Telecom-S, commissioned by Rostelecom-Yug, was laying 40 km of fiber-optic communication line (FOCL) from the nearest node of the state-owned company's branch in the Krasnodar Territory to the Kerch Strait. Prime Minister Dmitry Medvedev said on March 24 that the Russian government needs to ensure the speedy entry of Rostelecom and its subsidiaries into Crimea. “It is unacceptable that information and documents related to the management of the territory, two subjects of the federation, including those of a confidential nature, are transmitted using the facilities of ... foreign telecommunications companies,” the prime minister explained. Rostelecom announced on the same day that they had begun to resolve this issue, but did not explain how. “Now, when relations between Russia and Ukraine are deteriorating, contacting Crimea through a channel built in Ukraine is unsafe: it can simply be cut off.
