Promised payment is a service that allows subscribers to use funds on an advance basis (credit) in the amount of the limit established by the operator. The presence of this feature helps out in situations when the balance becomes negative, and the client is deprived of the opportunity to use communication services, while not being able to quickly replenish the balance.
The mobile operator Velcom does not have a service as such. But there is a worthy replacement, which is called “Payment upon delivery”. It must be said that it has some advantages over the classic promised payment:
- You can use the service with any negative balance;
- connecting and disconnecting the service is free;
- unlimited use of communication services.
In essence, this is a mode of using services in advance mode.
Conditions for connecting to the service
The option has its own characteristics:
- The client can take out a loan for 3 days. After the time has passed, the borrowed money will be automatically debited from the balance. If the subscriber fails to top up the balance on time, the number will be temporarily blocked. Unblocking will occur immediately after funds are deposited onto the card and the debt is written off.
- The option involves a small commission. Each operator has its own.
- The user can borrow a certain amount. The loan size will depend on the client’s monthly mobile spending and the service life of the SIM card. In other words, the more the subscriber uses the number, and the more money he spends on cellular services, the larger the amount of his credit will be.
Advice! If you receive an SMS about an unconfirmed payment, double-check the correctness of the entered data.
Unfortunately, Velcom subscribers will not be able to activate the “Promised payment” option. However, do not rush to change the operator. In Minsk, as well as throughout Belarus, Velcom clients have access to an alternative option of a modified format - “Payment Registration”, otherwise referred to as “Payment upon delivery”.
Velcom: how and when to pay for services
In order to pay for communication services provided by Velcom, individuals need to write their phone number in a format with the code of the state and the operator itself. If necessary, you can find out your own number in international format by sending the command *147# from your phone.
Fast payment methods for Velcom communications:
- card on the official website;
- online banking;
- from a virtual wallet;
- mobile banking;
- SMS banking.
Other options:
- ATMs;
- payment terminals allowing cash payments;
- bank branches;
- Welkom's own offices;
- Belposhta branches;
- "Hello" cards;
- Qiwi terminals.
Everything you need to know about V-wallet
Another additional opportunity that is available to the company’s clients. Its essence is that the operator conditionally “gives” users 100 rubles every month to a special account, which they can use to pay for purchases, including on the Internet.
This service costs 3 rubles for the fact of using such an additional wallet. The first month is free.
The payment must be repaid within the agreed period, which ranges from 21 to 50 days. Otherwise, communication services will be suspended and funds will be forcibly collected.
Important! Only individuals can use the service. It is not provided to organizations.
Velcom simply does not receive the promised payment. This fact often upsets users, since the procedure is quite convenient. It is not always possible to transfer funds, and communication services may be required at any time. The operator’s clients have the right to use other options, for example, registering a payment, which speeds up the actual transfer of money to a mobile number.
How to get the “Promised payment” on Velcom?
Since it is impossible to take the “Promised Payment” on Velcom (for reasons unknown to the consumer), customers have to be content with a function called “Payment Registration”.
This product is not a loan. In fact, it just delivers money from other resources to the consumer. Today, the Velcom telesystem does not provide guaranteed loans.
If the provider does not provide another opportunity to deposit money into your account, let’s look at options for activating the “Payment Registration” function. You can activate the option in two ways:
1) By sending a USSD code. In this case, to make a financial transaction, the subscriber needs to dial the digital combination *141*1# on the phone and press the call button. After sending the request, a form will be displayed on the device monitor in which you will need to enter the following data: the payment date stamped on the check, the transaction amount, the financial institution through which the payment was made.
By the way, you can deposit money on Velcom through:
- bank branch;
- bank card (if desired, a bank card can be attached to the number via your personal account and you can order monthly automatic payment);
- Postal office;
- cellular provider office.
2) Through a call to the company service phone. To do this, call 410 or 411, and after connecting, ask the operator to activate the service on the SIM card.
Please note that the technical support employee may need your personal data (full name, series and passport number), so just in case, prepare the necessary document.
Other ways to top up your account
Fortunately, the “Registration of payment” option, or in other words “Payment upon actual”, is not the only payment services of the provider.
For the comfort of subscribers, the provider also provides the following payment options:
- "V wallet." Allows you to pay for various online purchases and Velcom cellular services from a smartphone, with a limit of +100 rubles. The period for issuing installments is 20-50 days. The option can be activated in the “V-banking” mobile application.
- Service of OJSC "Belagroprombank". Allows you to pay for various goods/cellular services, utilities by sending a request *250#. You can activate the function through “Internet banking”.
- WebPay option. Available to subscribers using Visa and MasterCart cards. Designed to pay for Velcom cellular services. Funds can be deposited directly on the service website.
The mobile operator Velcom does not stand still, and perhaps while you were reading the article, new payment options appeared in its arsenal. You can check for updates on the provider’s official website, in the “Payment Services” section.
Peculiarities
This option is useful when there is no money in your account, but you need to make an urgent call, send an SMS message or go online. Any client of a particular network can borrow from an operator when his balance approaches negative.
Since the service can be useful to any client, many Belarusian subscribers have a question: is it possible to take the “Promised Payment” on Velcom? And what solution does the provider offer to its users who find themselves with zero balance?
Additional options at zero
If there is insufficient funds in the account, the subscriber can use . It allows you to send a request asking to call back.
To do this, you need to send the command *131*number in nine-digit format#.
The recipient receives an SMS notification of a request to call back.
This feature is not available in roaming, when using tariff plans for which incoming communications are blocked when the balance is zero.
There are restrictions. You can use it no more than 5 times a day, and those connected to “Hello” - 2 times.
Restrictions
When activating the option, you should remember that there are certain restrictions. Basic:
- a subscriber who has been a Velcom client for more than one month can activate the service;
- the option is valid for only seven days, after which you need to top up your balance in order to use all the operator’s services again;
- the user is limited by the available limits - from 1 to 3 rubles, they are set depending on his communication expenses for one payment period (month);
- legal entities cannot use this service;
- the option is not available on tariff plans other than those indicated;
- there should be no outstanding debts on the subscriber account;
- If the SIM card is financially blocked, you cannot connect the “Available Balance”.
Subject to the mentioned conditions and restrictions, the subscriber can use the option without any problems and not pay for communication all 7 days before its expiration. This is especially convenient if it is not possible to top up your account immediately, but the operator’s services are required continuously.
How to get a?
Connection is possible in several ways:
- Using a short USSD request.
- Using a voice assistant.
In the first option, you will need to dial *145# and press the call key. Text information will appear on the screen and you will need to click on the “Reply” button or click on the “OK” button. The option will depend on the model of the device from which the request is made. Next, you will need to enter the number 1, and then click on “Call”. Next, the subscriber will receive an information message, which will tell them about connecting to the service and indicate by what date the debt must be repaid.
If the connection is made using the voice menu, you will need to dial 411, then press the call key and wait for an answer. Next, you will need to dial number one and wait for an answer again. After this, you will need to press key 3 and follow the instructions in the voice menu.
After successful completion of the process, the subscriber will also receive an SMS notification.
New service from Velcom: V-wallet or +100 rubles for expenses
Since mid-summer, the cellular company Velcom has introduced a new financial system, which was presented earlier at the TIBO-2017 exhibition. Now the company’s clients have the right to receive an amount with a limit of 100 rubles. to pay for services and purchase goods using a smartphone.

with money - starting with utility bills and ending with payment for changing your passport. Finance can also be spent on purchasing any product in online stores presented in the ERIP.
The received financial limit must be used before the 20th of the following month. After that, you need to repay it, similar to cellular services. Depending on the date when the financial limit was spent, the installment period can be 21−50 days
. Interest is not accrued for the use of “credit” funds under the terms of the service.
But you still have to pay a subscription fee for using the “V-wallet” itself. It is equal to 3 rubles. There is no subscription fee for the first month of use.
At the moment, only those Velcom clients who are individuals can use the V-wallet. In this case, it does not matter at all which banking institution the subscriber uses, and whether he uses it at all.
