This is the second issue in the series “What you need to know about mobile communications, mobile operators and their services in Russia”, dedicated to a rather important condition in the contract with the operator, which receives undeservedly little attention.

Do you know what will happen if you do not use a SIM card for a long time? Will you not perform paid actions (outgoing calls, SMS, etc.) and top up your balance? Do you think that for your inaction, a mobile operator can withdraw all your money from your balance, block the number, take it away from you and start selling it again?

The mobile operator Beeline recently decided to suddenly publish a rather funny post on its official page on the social network VKontakte, which is dedicated to the topic of prolonged non-use of a SIM card.

This information is not included in the description of all tariff plans. For example, in the description “Anlim” is not, but “Bi+” is. The first one is with a subscription fee, but in order to terminate the contract and withdraw the number, the operator needs to completely siphon money out of it. Therefore, it is quite possible that the subscription fee of 5.5 rubles per day will apply here too. After all the money is written off from your balance, and, possibly, driven into a slight minus, you will have 240 days to top up your balance and save your SIM card. Otherwise, 240 days after the balance is exhausted, the contract will be terminated with you on your own initiative, the number will be confiscated and sent for resale. Beeline itself speaks about this: “If you do not use the number for a long time, then we cannot guarantee that it will remain with you.”

Temporarily blocking a number

Beeline provides all subscribers with the opportunity to disable their tariff plan and block their SIM card. This may be due to a long departure, loss or theft of the phone. There are two types of this procedure:

• automatic closing;
• voluntary blocking of Beeline.

Using this method involves calling 8-800-700-0611. After you connect to the operator, you will need to provide the reason for the blocking. If you need to disable the number temporarily, the service will be paid. The cost depends on your data plan.

If the SIM card has been lost, then blocking it will be absolutely free. In this case, you will need to provide the passport details of the subscriber (for whom the contract was concluded). To restore the card, you should contact any branch of the Beeline mobile operator. You need to have your passport with you. The money that was in the account will be saved, along with all connected services.

It happens that there is a need to permanently block the SIM card (it will be impossible to restore the SIM card). There can be many reasons for this.

It is possible to permanently block a Beeline SIM card:

• by calling the support service and asking to permanently block the SIM card;
• by visiting a Beeline salon or the office of an official dealer.

Before you completely block your SIM card, think carefully. You will probably need this SIM card in the future. It is better to use a temporary lock, which makes it possible to activate the SIM card at any time. If you decide to permanently block a phone number, use one of the methods listed above.

Blocking is absolutely free. In order for the operator to stop servicing the SIM card, you need to call 8 880 700 0611 from any phone. The call within Russia is free. The operator’s representative will ask for passport information and ask several clarifying questions to make sure that its real owner is trying to disable the SIM card.

After checking the specified data with the agreement, the card will be disabled. You can restore it in the same way by calling the same number. Money will not be lost from the account, the tariff plan and connected services will remain in effect.

The amount for crediting is provided in the amount of 30-90 rubles, depending on how many days the starter package is used and other factors.

On the fairly popular tariff plan “Tariffishche”, in case of non-use of paid communication services through the Subscriber number for 150 days and subject to a positive personal account balance, tariffication of communication services on this Subscriber number will be carried out in accordance with the terms of the tariff plan “Basic 092013”. That is, the subscriber is transferred to another tariff, which is very, very, to put it mildly, extremely unprofitable.

If within 183 days your balance was zero or you did not use paid MTS services, the contract with you is automatically terminated on your initiative, the number is withdrawn and may go on sale again.

On some tariffs, instead of transferring to the wild tariff “Basic 092013”, another condition applies - if the subscriber does not use paid services on the number for more than 90 days, the daily fee for the tariff will be three rubles. Next is the 183-day rule: termination of the contract and confiscation of the number.

How long does it take for a Beeline SIM card to be blocked without turning it on?

Users of the services of the Beeline cellular company do not have to worry that their number may be blocked for 6 months. Support reports that there are as many as 4 reasons for blocking a number.

• The balance on your phone has gone into minus. The card automatically becomes invalid if it has a negative balance. But this is a temporary phenomenon that can be corrected by depositing money into the account in any way. • The action should also be stopped after three unsuccessful attempts to enter the PIN code.

Megaphone

If a Megafon subscriber has 0 rubles or less on his balance for 180 days, then the contract with him is terminated on his own initiative.

But how does Megafon drive it to zero or minus if there is money on the balance sheet? In the description of the tariff “Turn on! Communicate” there is nothing like that, but technical support answered this question. If you do not use communication services for 90 days, then the fee for maintaining the number begins to be charged - 5 rubles per day. This condition is specified in tariffs without a subscription fee, but if you need to bring the client’s balance on a tariff with a subscription fee to zero, then he may also have to pay for maintaining the number in the amount of 5 rubles per day.

Which blocking method to choose

Of course, the easiest way to block a SIM card is to call the Beeline operator. A company employee will do almost everything for you. You will only need to answer the operator’s questions. The disadvantage of this blocking method is that you need to know your own passport data. If you do not remember the series and number of your passport, you will have to find this document, open the page in it on which the required data is written, and dictate it to the operator.

Remember that Beeline employees block SIM cards only if the owner of the SIM card (the one in whose name it is registered) reports the need for deactivation. In case of voicing incorrect passport data, the operator will refuse to block. However, if you make a mistake in one number, it’s okay.

The personal account is convenient for people who have a personal computer, laptop, smartphone or any other device that allows them to comfortably surf the Internet. Deactivation is carried out in just a couple of clicks. You need to remember the password that you entered when you registered on the company's official website.

If you have not yet created an account in your personal account, you will need to do so. There is nothing complicated about it. Anyone with at least basic computer skills can register.

The most complex and time-consuming deactivation method is a visit to a Beeline salon. It is especially difficult for people living far from the Beeline office. You also need to take into account that not all operator offices are open every day. In view of this, it is better to go to the salon from Monday to Friday, during business hours.

Tele 2

Tele2 does not have a detailed description of tariffs in PDF files, so the information “If you do not use a SIM card” is included in the standard tariff description.

If you do not perform paid actions and do not top up your balance for 120 days, then a daily subscription fee appears - 3 rubles per day.

If the subscriber's balance is 0 rubles or is negative for 180 days in a row, then the contract is terminated at the subscriber's initiative.

Method No. 1

The fastest and easiest way to deactivate a SIM card is to contact a representative of the operator. To do this, you need to call 611 . After listening to the voice menu, you will be connected to the Tele2 call center. Next, you need to explain the problem to the operator.

You may be asked to provide the following information:

• The code word is a password set by the subscriber himself. The code word is valid only when contacting the Tele2 call center and replaces passport data. You can install it during a personal visit to the operator’s service center.
• PUK code is a personal unlock code, which is a combination of 8 digits. It is necessary to protect the SIM card from access by third parties. As a rule, the user receives a PUK code when purchasing a SIM card.
• Passport data or data from other documents that were presented when concluding an agreement with Tele2.

Results

Mobile operators are trying to preserve their numbers, justifying the withdrawal of their extremely limited quantities. They say that if the numbers had not been confiscated, then now there would be no numbers left due to abandoned SIM cards. And that's actually pretty reasonable.

But it’s worth looking at the other side - now many services require binding by phone number. It turns out that with the loss of a SIM card and its resale to another person, access to the service may be lost or it may simply be obtained by a new owner of the SIM card. Fortunately, now banks use the SIM card ID rather than the number. Because of this, even when replacing a SIM card (with the same number), access to control over SMS transactions is limited. And thanks to this, resale of the SIM card will not allow its new owner to gain access to your Internet bank. At least, I encountered this at Alfa-Bank; I can’t say anything for others.

What to do?

Of course, it is better to have one or two SIM cards that you really need and use. If for some reason you need several SIM cards that you rarely use, but you still need them, then you can, for example, send SMS from them (an inexpensive service) once every 2-3 months. For example, I do this for my additional SIM cards so that all the money is not written off from my balance and my numbers are not taken away.

Disable SIM card forever

Before looking for a way out of the situation, how to permanently block a Beeline SIM card, you need to realize the fact that it will no longer be possible to restore it. The disconnected number becomes the complete disposal of the provider, goes on free sale and acquires a new owner.

But if there is a need to disable the SIM card forever, you can use the methods already familiar from our article to do this:

• contact the customer support center to request blocking of the card;
• pay a visit to the Beeline office or dealer showroom.

We again remind you of the need to provide passport data of the SIM card owner, which in this situation will certainly be required by a specialist. You will also need a written request to block your Beeline phone forever.
