If an operator has blocked a number due to inactivity, it will be extremely difficult to restore it. The period of time after which the operator can unblock a number due to inactivity depends on the tariff plan (from 2 to 6 months). If the number was blocked precisely for this reason, then it will be released and it is impossible that at the time of the attempt to restore it it will not have a new owner.
