In Russia, three companies stand out among mobile operators - MTS, Megafon, Beeline. They have the largest number of subscribers. The remaining mobile operators have significantly fewer clients and are represented only in certain regions of the Russian Federation. Popular operators, but not included in the “Big Three”, can be called Tele2, Rostelecom, Smarts. The total number of active cellular operators in Russia is more than a hundred. Some regional operators are subsidiaries of large Russian ones in Tula, and Belgorod Cellular Communications belongs to Tele2.
All codes used by cellular operators in the Russian Federation are listed below. For each code there is detailed information: operators, regions, year of entry.
What is a cell phone number? According to the telephone numbering plan of the Russian Federation, cellular operator codes are represented by a three-digit number starting with 9. The code is followed by a seven-digit subscriber number.

Cellular operator codes are called non-geographic telephone codes or def codes. Cellular companies are assigned a specific code (or several codes) and a range of numbers for subscribers.
In addition, for the “mobile troika” there are entire series of codes that have the same second digit: 92x, 93x - Megafon 91x, 98x - MTS 96x - Beeline Thus, if you receive a call from a number starting, for example, at +7 92. then you can be sure that the call is from Megafon. In different regions, the same mobile operator may have a different range of numbers. The numbering of def codes has changed over time. One of the changes is related to the transition of cellular companies from geographic codes (4xx) to non-geographic codes (9xx). Thus, in Moscow, MTS switched from 495 to 985, Megafon - from 495 to 925. Thus, codes 925 and 985 currently duplicate direct Moscow numbers. Another change is related to the release by the operator of some codes and the transition to others. For example, the MTS operator in 2002 and 2003 switched from 902 to the now familiar 910, 912, 916.

In 2021, according to Rossvyaz, more than 80 companies are registered that provide cellular communication services in Russia. There are four major cellular operators: MTS (Mobile TeleSystems), Beeline (Vympel-Communications), Megafon, Tele2 (T2-Mobile). In some regions of the country, coverage is provided by renting a network of local operators. Other cellular companies have a much smaller customer base and coverage area in the Russian Federation. Among them are the famous SberMobile, Rostelecom, Yota. The latter was previously known as an Internet provider with a 4G network in Moscow, but since 2014 it has been actively advertised as a new cellular player. In October 2013, MegaFon completely acquired Scartel/Yota, which holds 4G/LTE licenses. Since September 2021, Yaroslavl-GSM JSC has been merged with MegaFon PJSC.
