Having studied the conditions for the provision of communication services within the MTS network in Russia on the website mts.ru, I discovered that the operator offers its users to purchase minutes of calls within Russia in packages, which also include calls to other operators; after these minutes are exhausted, the operator charges a fee in accordance with your tariff plan.
For example, on the “SMART” tariff plan, without connecting to “Home package Russia” and “Home package Russia +”, the cost of calls to MTS numbers in other regions of Russia is 3.0 rubles/minute, and on the “Super MTS” tariff plan the cost minutes of conversation to MTS Russia numbers - 5.50 rubles. The information for the tariff plan states that outgoing calls to all numbers in the region of your stay are made at your “home tariff”, i.e. if you purchased a SIM card in Yekaterinburg and went to Tyumen, then in Tyumen you will call at the same tariff, as in Yekaterinburg.
