Currently, cellular operators are trying to provide their subscribers with maximum freedom of action. In particular, any user can quickly change their communication region or tariff plan without contacting the office of their provider.
In addition, now you can easily switch to another operator, while maintaining your current number. A logical question arises: “Is it possible to change the connection region?”
Such a need may arise in situations when a person moves to another region or goes on a long business trip here. It is quite natural that such a person is interested in reducing the cost of cellular communication services. It remains to be seen whether operators can offer this capability.
HOW TO CHANGE THE HOME REGION OF A MEGAFON, BEELINE, MTS SIM CARD?
NO WAY!
The answer to this question lies in the sequence of numbers that we dial when we want to call someone. The telephone number of Beeline, Megafon, MTS and any other operators of the Russian Federation consists of 11 digits: +7 or 8 - the Russian code, which is necessary for making a call; DEF codes (another name is prefixes) are the first three digits of the number, the remaining seven digits are the number. Each individual DEF code allocated by Rossvyaz can be assigned to several regions, but the range of numbers is assigned strictly to a specific subject of the Russian Federation; therefore, changing the home region of Megafon, Beeline and MTS phones is impossible for technical reasons. There is a somewhat dubious option: check with Operators in another region for the same number as yours but with a different prefix, and simply purchase a SIM card with that number.
And here is what well-known mobile operators in Russia say and offer about changing your home region.
Tech's answer. support: “Unfortunately, it is impossible to change the home region of the SIM connection card. Changing the operator while maintaining the number is valid only within the region in which the number was purchased.”
To save money when you are not in your home region, enable the option:
1. “All Russia”: entry. calls - 0, outgoing calls to Russian phones - 3 min. Outgoing SMS within the Russian Federation - 3. Connection - 30. Subscription fee - 3 per day (begins being charged from the first day of connecting the service). Option management *548# and p. (The option is beneficial if you often call numbers in other regions of the Russian Federation).
2. “Moscow feels like home.” Outgoing calls within the Moscow region at home rates! Connection - 30 Subscribers. fee – 5 per day (debited from the 1st day of activation of the option). To connect, enter the command - *105*353# and p.
Tech's answer. support: “Each number capacity is assigned to the corresponding region, which is why changing the home region of an MTS SIM card is technically impossible.”
To significantly save on communication on business trips, travel and moving to another city, you can enable the option:
1. “Everywhere is like home.” The price of a call to mobile phones in other cities is 3 per minute (except for your home region). Inbox is free. Subscription plan - 5 per day, connection - 30. To activate the option, you need to dial *111*3333# on your mobile phone or send an SMS message with the text 3333 to 111.
Tech's answer. support: “Each region has its own numbering capacity, so it is not possible to change Beeline’s home region.”
Here is the service offered by this operator:
1. "My country." All incoming calls are free after 1 minute of conversation, outgoing calls are 3 per minute. Connection cost - 25. Incoming calls (1 minute) - 3 minutes, from the second - free. Outgoing SMS - 3. Combination for activating the service - *110*0021#

Description and cost of the service
What is the “Home Region” tariff in simple words, is it worth connecting and what benefits are available to subscribers after connecting? In order to understand the profitability of the service, it is enough to familiarize yourself with the tariff parameters and compare them with an analysis of current costs.
The basic package offers the use of services, primarily to those subscribers who are forced to frequently travel outside the city or region. The service allows you to economically use familiar functions at home network prices, staying in touch with your loved ones, friends, and colleagues around the clock using your regular number.
A number of advantages of the offer:
- regular tariffs for incoming/outgoing calls;
- affordable unlimited mobile Internet;
- unhindered sending of SMS and MMS occurs at the same cost as usual;
- payment is charged only for the traffic used;
- free movement to new places, regions, without the need to connect to new tariffs or additional payments.
The cost of a subscription fee for Moscow is 90 rubles per month, and you will need to pay 10 rubles for connection.
Tariff principles
Regardless of the tariff package used, the subscriber's phone number is strictly tied to a specific region. Even if the user’s tariff includes minutes for all Russian numbering, then after using them the price will depend on the phone number to which region the call is made. In anticipation of the abolition of surcharges for using communications while traveling, subscribers hoped that their tariffs would remain the same as in their home region. However, when traveling, another concept is now used, replacing the “home region” - “region of use of the number”. This means that the subscriber uses the same prices for local numbering in any region of the country as for home numbers while in his region. The Internet in the operator’s network works the same in any region.
Theoretically, subscribers of any operator, including Beeline, actually received the preservation of the conditions of their tariff outside the home region of connection while traveling. However, the usual home region is equivalent to intercity travel when traveling. Separately, it is worth noting that there is a division in tariffs for Internet services and calls outside Beeline’s home region in another case. This applies to those areas where the cellular operator does not have its own infrastructure. For example, this includes the Crimean region, where, regardless of the tariff package used, special tariff rules apply.
How much does it cost to use
As for the prices for using this option, they look like this:
- Subscription fee – 90 rubles monthly;
- The cost of activating the service is 10 rubles.
Peculiarities
Methods of managing the service
Connecting the “Home Region” will cost 30 rubles, disconnection is not charged. Subscription fees vary depending on the tariff plan and method of payment for cellular services. It looks like this:
- Prepaid rates (individuals) – 1-1.5 rubles per day.
- Postpaid tariffs (individuals) – 0-90 rubles per day.
- Corporate numbers – 145 rubles per subscriber.
Important! The price range for the subscription fee depends on the region of connection.
It is worth noting that this advantageous offer applies not only to incoming/outgoing calls. The service covers SMS and MMS messages, Internet traffic and other options available on the tariff plan.
Additional features
Many subscribers are interested in the question: “How to change home region?” It is worth noting that no Russian provider currently provides such conditions. The fact is that for each region there is a strict limit of connected numbers, which are controlled by supervisory authorities. Therefore, connecting a SIM card in another area is not possible. In this case, you will have to buy a new package, and you won’t be able to save your number either.
Advantages of the “Home Region”
Yes, your tariff is convenient, and most importantly, practical within the region of registration. But once you leave its territory, using communication services becomes an almost cost-effective pleasure. Of course, on-net roaming and other related costs are quite expensive, which is precisely why Beeline is designed to be an excellent solution, providing communication under on-net roaming conditions at “home” rates.
By connecting it, you can, according to the tariffs set by the operator for your “Home Network”:
- send and receive SMS messages;
- make outgoing calls;
- receive incoming calls;
- use mobile internet.
Tip: The option can be used indefinitely without the need to disable/connect it, which is quite convenient for constant trips and business trips. After its activation, all incoming calls on all tariffs will be free.
Is it possible to change the region of the SIM card?
Regardless of the services of which operator a person uses (MTS, Beeline, MegaFon, Tele2), it may be necessary to change the home region of your phone number to another, but keep your previous phone number on the SIM card. Today we will try to figure out whether it is possible to change the region of the SIM card, and change your home one to another - in MegaFon, MTS, Beeline, Tele2, and any other operator.
Tariff packages
Mobile Internet services, calls, SMS/MMS to numbers of the Operator and other operators throughout Russia and other countries are provided.
The subscription fee for each package includes:
Incoming calls, excluding roaming, and incoming SMS/MMS (except Internet traffic) Mobile Internet at maximum speed without restrictions on the volume of services consumed Calls throughout Russia to Operator numbers without restrictions The number of minutes of calls to Russian numbers indicated in the Tariff package, including outside the Home region, with the exception of the Republic of Crimea and the city of Sevastopol (“Included minutes”)
All minutes included in the Tariff Package are provided on the first day of the Billing Period and are reset to zero at the last minute of the Billing Period. The subscription fee is debited in the first hour of the Billing period. The Client can activate the Tariff package independently in the Mobile application or by contacting the CC
Why change region
Cell phones are an integral part of the modern world, and using a familiar phone number allows you to always be in contact with family, friends, and colleagues. Both an MTS or MegaFon subscriber, and a Beeline or Tele2 subscriber may need to transfer a phone number on a SIM card to another region, and everyone has their own reasons why they need to transfer a SIM card to another home city of connection. Let's talk about the main reasons why you may need to change the region without changing the SIM card and number.
For example, a subscriber may need to change the home region of an MTS SIM card if he moves to a new city of residence or for work in another region for a long time, and in such a situation the question arises: is it possible to transfer the number to another region.
For the subscriber in such a situation, the benefit is obvious. Depending on the tariff package used, the user incurs additional payments for using a number outside his city.
So, despite the fact that in another city a person will often call local numbers, he still needs to maintain contact with family and friends. Such calls, if you leave a number in another binding region, will be like long-distance calls.
Do not forget about the difference in the cost of tariffs for any operator. Depending on the city, different prices are available, but similar in content.
The second option is the need to change the region on the SIM card number of MTS, MegaFon, or another operator, which may arise when you frequently call to another region outside your home from your phone number. So, if a MTS or Beeline subscriber has most of his calls going to another city, then there is a need to move his number to another region.
What applies to your region
Quite often you can hear from Beeline cellular users the question of what refers to the concept of my home connection region, and what areas are included in it? The answer to this question is quite simple, and such a region is the one in which the SIM card was purchased and an agreement was concluded with the mobile operator. So, if the connection to communication services from Beeline was made on the territory of the Khanty-Mansi Autonomous Okrug, then this subject belongs to the home region, and regional intranet roaming operates outside it. It is worth considering that if the border of another region is close, the phone can register in it. There is no effective recipe to avoid such a situation, which may threaten overpayments. This is due to the fact that you can only disable Internet use outside your Beeline home region in your phone settings, and only when registering on another company’s network. But if you want to find out whether a particular phone number is included in your home region on Beeline, then you can check it on the operator’s website. On a separate page you can get quick information about the number’s operator and region.
Is it possible to port a number to another region?
If you are wondering whether it is possible to keep your phone number and leave the old SIM card, but at the same time change the region if you move, or simply change the home region on your MegaFon or MTS SIM card, then the answer is - this is impossible.
Transferring your phone number to another region, as well as simply changing the city of connection while saving the number on the SIM card, is not available with MTS, MegaFon, Yota, Beeline, or with other communication providers, and you can only change the number.
Changing the region is not available even in a situation where you decide to change the operator from maintaining a number from MTS to MegaFon, or another, without changing your number. When switching between operators, you can save the number only within your connection region.
Detailed conditions for transferring while maintaining the number
After the transfer, your old number will be recorded on the new SIM card. The day before the transfer, you will receive an SMS notification about the need to transfer the issued new SIM card to your phone (or subscriber device). After concluding an agreement with MTS and until your number is transferred to a new SIM card, we recommend using the services of the current operator with the number that you want to keep.
It is necessary that this number be active, since MTS will send SMS notifications about the stages of the procedure to it (including notifying you about the presence of a debt that needs to be repaid, informing you about the need to insert the new SIM card issued to you into your phone). If you wish, you can use a “temporary MTS number until the transfer. This temporary number will be replaced with your saved number at the time of transfer.
If you decide to use a “temporary MTS number” even after the transfer, you will need to get a new SIM card for it from MTS.
SupportIf you have any questions or complaints, please let the operator know
conclusions
It is not possible to change the connection area of the number and SIM card, and this does not depend on the operator used - Beeline, MTS, or MegaFon. You can even switch between operators with your own number only within one region.
Therefore, if you are thinking about transferring a phone number to another region, then this can only be done when connecting a new number. But you can keep your phone number when moving to another region, and leave the number active both for receiving calls and outgoing calls and the Internet.
An alternative to using two numbers is a free service, which you can use from any operator. It will allow you to know about calls to the previous number, and inform callers about the new number.

Connection options
It is already clear that the option is very convenient and beneficial; now it remains to find out the options for activating it.
Personal Area
It is very convenient to use this method while you are already on the road, while the conditions at home are still in effect. By visiting the official website or logging into your account through the application on your smartphone, you can activate the service by doing the following:
- Log in to your personal account.
- Select the service management section.
- Select “Home Region” from the list.
- Opposite the option, click the “activate” button.
It will take a couple of minutes to process the request; you will be notified by SMS or notification in your Personal Account that the “Home Region” is in action.
Sending a request
This is one of the simplest methods; it does not require access to the network, so it can be used while already in another part of the country. The combination for this option is ✶ 4 3 7 ✶ 5 5 #. You can also check the connection status by dialing ✶ 4 3 7 ✶ 5 5 ✶ 0 #.
Information service
Calls to the number 0 5 0 0 are free, so this method is also suitable if the person is already in another part of the country. Information service specialists will help any subscriber activate the service.
Important! To use this method, the operator will need to provide your passport details. Of course, the SIM card itself must be registered to the person who is applying.
You can also contact a service office in any city, in which case you will also need to provide your passport. Otherwise, activation of any service will be denied.
How to change the home region of a Megafon, Beeline, MTS, Tele2 SIM card?
On-network roaming has become a part of history, and subscribers can now use their tariff at home, regardless of what city they are in. What awaits subscribers is the abolition of national roaming, which operates in those regions of the country where the operator does not have its own network.
However, although roaming in operator networks has been cancelled, subscribers still have questions about the tariffs for communication services. One of the obvious reasons why operators are interested in the existence of roaming within the country is the difference in tariffs between different regions. In some areas prices are significantly lower than others. In the complete absence of roaming, they will need to equalize tariffs in all areas, or face the problem of mass use of cheaper tariffs by subscribers not in their region.
However, for users, changing the region is not so much an opportunity to save on communications, but rather the convenience of using a familiar phone number that is familiar to many. If a person moves to live in another region for a long time, then he is faced with the question of using a new number instead of the old one.
Today we will tell you how you can change the region of your cell phone number with minimal losses from the Big Four operators.
General tariff principles
Unless otherwise expressly stated in the descriptions of specific Tariffs, Tariff packages and Additional Services, the following Tariffing principles apply:

Is it possible to change the region of a cell number?
Today, none of the cellular operators offers to change the region and keep the number. You can change the operator, but not its geographic location. This is due to technical capabilities and the linking of operators’ numbering capacities to individual regions.
Tech's answer. support:
“Unfortunately, it is impossible to change the home region of the connection SIM card. Changing the operator while maintaining the number is valid only within the region in which the number was purchased.”
Today, the issue of how you can switch to service to another cellular operator has been resolved by law. However, the transfer rules clearly state that transferring to another network for service is only available within one region.
This is due not only to the lack of relevant legislative rules, but also to the technical capabilities of the operators themselves, industry experts note. So, now only one of the “Big Four” operators has equipment that allows you to transfer numbers of other operators to its network, regardless of the regional reference of the number. However, even in this case, the operator itself has significant differences in its tariffs for different regions, and is unlikely to be interested in such an opportunity.
This state of affairs will not allow us to implement the opportunity to change the region while maintaining the number in the near future. Changing the region even within the network of one operator will become possible only after a significant change in the market conditions themselves. Operators must be prepared to be able to change their home region while maintaining the number on the SIM card, not only technically, but also to more or less equalize the tariff parameters for all regions. And this no longer depends only on communication providers, and lies in the economic plane.
Interregional number porting - dreams or reality
Since December 1, 2013, it has become possible to switch to the network of another cellular operator while maintaining your phone number. The so-called MNP (Mobile Number Portability) service is becoming increasingly popular every year. And as of October 1, 2018, it was already used by 6,746,670 subscribers.
There are even more applications to port a mobile phone number – their total number reached 11,305,835 as of October 1, 2021. Millions of subscribers have been waiting for such a service for many years, who wanted to change their cellular operator, but did not want to part with their subscriber phone number for certain reasons.
Although the MNP service is very popular, the Ministry of Telecom and Mass Communications is in no hurry to develop it further - to give subscribers the opportunity to switch to another operator without limiting them to their region of residence. Until now, the MNP service is available only within one subject of the Federation. That is, when moving from one region to another, the client will not be able to change the mobile operator, maintaining the same number.
The Central Scientific Research Institute of Communications (TsNIIS), which has jurisdiction over the database of ported numbers (PNDP), claims that there are no restrictions on the technical implementation of MNP within different constituent entities of the Federation. The technical council, created on the basis of TsNIIS, has repeatedly discussed this with representatives of telecom operators and the regulator, but no specific decisions have been made in this regard.
According to other sources, it is known that cellular operators themselves are not ready to expand the MNP service to all regions of Russia and claim that at the moment interregional number transfer has not been worked out either from a technical, economic, or regulatory point of view.
According to the President of the Association of Regional Telecom Operators, Yuri Dombrovsky , the possibility of transferring a number to another region will appear only with the abolition of roaming, which the FAS is forcing operators to do. That is, in other words, we should expect the possibility of interregional number transfer no earlier than 2021.
Options for changing the region of a cell number
Since it is impossible to change the region using your phone number, you can try to find other options that allow you to comfortably, and most importantly, profitably use it in another region. After all, the cost of calls is not the only problem faced by those who need to change the region of their cell phone.
Maintaining the previous number when using communications in another region means, first of all, preserving contacts. However, for those who will call a number in another region, the issue of price is also relevant. When changing the region, the cost of calls also changes, unless the terms of the tariff used provide a single price for calls within Russia. Therefore, the issue of informing the subscriber about making a call, not to a home network number, but to a long-distance one, remains important. The same goes for new contacts.
However, even if the tariffs did not differ by region, as, for example, with Yota, it would still not be possible to change the region without changing its code. Therefore, one of the options for the most comfortable move to another city may be to change your number.
You can contact your operator with a request to find you a similar number, but in a different code, but this option has certain disadvantages. The operator may simply not have a similar number in the desired region, and if it does, its price may be high.
How to disable the option
If it is no longer relevant for you or for some reason you decide to disable it, then you can do this:
- for subscribers of the Southern and North Caucasus districts - by dialing *110*340# on your phone or calling 0674 09 340>;
- for all other regions - this is by sending the USSD command *110*240# or calling 0674 09240.
This option from Beeline will undoubtedly be useful for those who travel a lot or who, for work, periodically have to travel both to neighboring regions and on long business trips around the country. Activate it and no longer think about the cost of mobile services in roaming. Now you can spend as much time communicating as you need.
What is a home region in MTS?
The concept of a home region operates in MTS as follows: this is the region in which you bought your MTS SIM card and use an intraregional favorable tariff. At the same time, you can call other regions without any additional settings.
To make calls to other regions more affordable, you can add an option to your tariff called “Profitable intercity” , which will give you the opportunity to call throughout Russia for only 3 rubles per minute with a monthly fee of 40 rubles per month. If your tariff includes a package of prepaid calls to other regions, the option will begin to operate only after the package minutes have been used up. “Favorable intercity” is connected as follows:
- in “Personal Account” >;
- using the command *111*903# from your phone;
- by sending an SMS to the short number 111 903 is written in the text field - to connect to the “Favorable intercity” , 9030 - to disable the option.
What is Megafon's home region?
Megafon was one of the first to introduce the concept of home region into use. Today, this operator in all regions has uniform rules and tariffs for those who find themselves outside their home region or call a person located in another region. For those who love to travel, or those who often need to travel around the country for business reasons, Megafon offers a number of advantageous options:
- “Be at home” - conversations in roaming at “home” rates with a monthly fee of 15 rubles per day, to connect, dial *570*1#
- “All Russia” - any call outside the home region is charged at 3 rubles per minute, connection by command *548*1#
- “Moscow feels like home” for those who often travel to Moscow from their region, rates for calls to Moscow Region are the same as in your home region, with a daily subscription fee of 7 rubles, connected with the command *105*353#
- “Trave without worries” - by paying 39 rubles per day, you get 30 minutes of calls to any phones in Russia, connect with *186#
- “Crimea” - with a monthly fee of 15 rubles per day, a minute of a call from Crimea will cost 5 rubles, connection by command *105*1037*1# from your phone.
What is a home region in Tele2?
Today, Tele2 branches do not exist in all regions of Russia. If you come to such a region, you use the Beeline, MTS and Win mobile networks for calls. Roaming numbers, i.e. outside the home region, calls are dialed using the numbers +7 and 8.
If you often travel around the country, connect , and all conversations, without taking into account the territorial location of your interlocutor, within Russia will cost you 2 rubles per minute. The service is activated by the command *143*21# and is available on all tariffs except “Orange”, subject to payment of 3 rubles per day.
How not to lose contacts by changing region
In order not to miss a single call when changing your phone number, you can use the service of the cellular operator of your new number. Every major cell phone company has such services, and they are provided free of charge.
When you call your old phone number, you will hear a voice message informing you that you have changed your phone number. Additionally, you will receive messages about all calls to your previous phone number. To do this, using the service, a special forwarding format is established.
When using such services, it is important to remember that the old phone number must remain active, with the ability to receive incoming calls. This will allow you to know about all calls to the phone number. If the caller for some reason does not call back to the new number, then you will know about his call and will be able to call him back.

Mobile operator Yota allowed changing the name of the network to any
The more services and features a telecommunications company can offer its customers, the more people will find them fully attractive. This is not at all surprising, because each person has his own requests for services of this kind. Against the backdrop of this state of affairs, the mobile operator Yota, being the largest virtual operator on Russian territory, considered it necessary to launch a special option, for which you only need to pay money once. It allows you to once and for all change the name of the network to any one that can come to mind. This network name will then be displayed on a smartphone, tablet, router or other device with the ability to display it.
The name of the mobile operator's network must consist of no more than 16 characters, and, which is extremely important, it must necessarily consist of Latin letters and numbers, that is, using the Cyrillic alphabet (Russian language) will not work. The new feature is activated as an additional service, and you need to pay exactly 99 rubles for it one-time, regardless of the tariff and region used. To activate this type of service, just dial *137# on your smartphone, or use the company’s proprietary mobile application, available for Android and iOS-based gadgets. In addition, you can enable this type of service through your personal account on the official website of the mobile operator Yota.
The new option is called "Network Name". Immediately after connecting this option, an SMS message will be sent to your phone number confirming the application for a name change. After this, for the new name to take effect, you must restart your mobile device or other gadget, and after that the new network name will begin to display. It is noted that the name of the network selected by the user as desired is valid within Russia, while when traveling to other countries of the world, the name of the local cellular service, which operates in a specific country of service for subscribers, will begin to be displayed. The launched service is available for use starting today, May 27, 2020, and anyone can connect to it.
It is important to understand that you need to pay money for this opportunity exactly once, that is, by changing the name of the network, then you will not have to pay anything extra for it. To return everything back so that the Yota name is displayed again, you should simply disable the service and reboot the electronic device. This mobile operator was not the first to offer this kind of opportunity to Russian residents. Not long ago it launched a similar opportunity, and it is available for 249 rubles, and the maximum length of the network name cannot exceed 10 characters. Obviously, in this regard, Yota has surpassed its competitor, offering a more profitable option, and even more so for less money.
Recently, information appeared that the virtual cellular operator Yota is cutting down Internet speeds after a “free” week-long test of modems and routers.

Switching to a mobile operator while in another region
Perhaps many were not aware, like me, but at the moment it is possible to change the operator remotely while in another region.
I am no longer satisfied with Megafon: the tariff fee has increased, 10 GB of Internet is no longer enough, despite unlimited music and instant messengers. I looked at their other tariffs and didn’t like anything. On the plus side, I started receiving a lot of advertising via SMS and push notifications.
It was decided to change the operator, but there was a small problem: I applied for a SIM card 12 years ago in the Volga region. At the moment I live in Moscow, and I have neither the desire nor the opportunity to travel to the Volga region to change operators.
I decided to keep the number because over 12 years I have acquired a large number of contacts and connections to various services. Since the phone has 2 SIM cards, I decided to buy a second card in Moscow.
For myself, I chose Iota; I needed unlimited Internet and about 100 minutes per month.
Having already purchased the card, I asked the seller if it was possible to save the number while in another region, and received an affirmative answer. I was surprised, but they told me that the number would remain tied to the Volga region, but would be activated on the SIM card I had just purchased. There is only one condition: sign the transfer application and do not activate the purchased SIM card within eight calendar days from submitting the application.
Interestingly, Megafon only sent an SMS with regret about switching to another operator and never called. Okay, I didn’t plan to stay with him.
Actually, this morning I already inserted a new Yota card into the phone, and everything worked. The number is old, the connection to the Volga region remains, but sometimes it is more profitable due to the difference in price across regions, and now you don’t need to pay extra when you are in another region.
As far as I know, the transition can now be made with any operator, but not in all branches.
No duplicates found
This only works if the point where you are submitting the application for non-MNP transfer has SIM cards for your region available.
All SIM cards are linked to a regional switch, so you cannot transfer a number from a Moscow SIM card to a Kazan SIM card. And vice versa.
The same goes for numbers: a number from the capacity of Kazan or Rostov cannot be transferred to the capacity of Moscow or another city.
Yes, that's right. Actually, I wrote that it is not possible to switch in all branches.
And it is also known that Yota does not have its own towers. By the way, on 4pda I saw a list of communication shops where MNP can be done.
15 GB, and when you distribute it, you also pay extra. She simply connected me to an open tariff.
But since I was already on a trip, and it was not possible to take another SIM card for the Internet, I had to call (by the way, I read somewhere here about a life hack that it is impossible to get through with your SIM card, but they quickly accept calls from other operators) , a consultant said: “Oh, sorry,” created an application in some department of theirs, and said that they would contact me within three days and connect everything, 4 days passed, no one called. In general, I have often heard that operators tend to deceive, but this is the first time I have encountered such open and blatant deception.
All the best and foresight.

A user under the nickname Korney1986 shared his story: at one time he issued an MTS SIM card in St. Petersburg, but while in the Novgorod region, he lost it. None of the salons in Veliky Novgorod could restore it, suggesting that we go to St. Petersburg for this. The author writes that the situation upset him so much that he decided to change the operator.
Why did this happen? The situation is very reminiscent of the popular meme about Sberbank, where, despite all the innovations, customers are told: “Where you issued the card, go there.” Is it the same with SIM cards?
“It is impossible to transfer an existing number to another region: number capacities are issued by Rossvyaz strictly with reference to a specific region,” explained the MTS press service. - But this has not been a problem for a long time. If you need to get a duplicate or change a SIM card issued in another region, you can order delivery, which takes only a few hours in Russia.” So Korney1986 had the opportunity to get a SIM card without traveling to St. Petersburg. It’s strange that they didn’t tell him about this in the communication shops of Veliky Novgorod.
A similar story happened to a Tele2 subscriber who, in connection with the purchase of a new smartphone, needed to exchange a micro-SIM for a nano-SIM. According to him, none of the operator’s salons in Krasnodar, where he was located at that time, could help him. Although, as it turned out, there was still a way out. “If a subscriber has a question about changing the SIM card itself outside the region where it was received, he needs to contact the contact center and clarify the address of the salon where the replacement can be made,” says Irina Butskikh, director of customer service at Tele2 Moscow. “Now the number of such points is constantly growing so that the subscriber does not experience inconvenience when traveling.”
What about other operators?
Beeline offers subscribers so-called dynamic SIM cards. “Back in 2021, Beeline created dynamic SIM cards, that is, SIM cards not tied to the region of issue,” the operator’s press service said. — This technology allows subscribers to quickly replace or restore connections when they are in any city within the Russian Federation immediately after installing a SIM card in the device and does not require additional actions after returning to their hometown. All Beeline clients, without exception, can use this service, regardless of their city of permanent residence.” Even owners of old, non-dynamic SIM cards, if necessary, can contact any communication shop in the Russian Federation and get a new card.
Tinkoff Mobile clients will not have to travel anywhere. “We will deliver the SIM card to any region, wherever it is issued,” the operator’s press service assured.
A MegaFon subscriber will need to call the call center and find out which salon in the city in which he is located will be able to replace or restore the SIM card.
I went to work in Moscow, I don’t want to change my number
As we have already discussed above, it will not be possible to change the region of the number: either you need to move with your SIM card and endure some restrictions, or upon arrival, apply for a new SIM card with a different number. Fortunately, after the abolition of intranet roaming in Russia, life has become much easier for such subscribers.
Previously, the subscriber had to incur additional costs when living and working in another region, because from the operator’s point of view he was in roaming. Now this is easier, but the choice of tariff must be approached with all seriousness. Different tariff plans may have significantly different conditions, and such subscribers need a tariff in which all expenses in Russia come from the package (minutes, Internet and SMS). Well, of course, before switching to a new tariff, you should carefully study the pitfalls and make sure that you will not have to incur any additional expenses in the region of your stay.
How to change telecom operator and keep the number
A year ago I had to change my mobile operator.
There was no signal in the office of the company where I got a job. The building was out of range of my cellular network. Colleagues who used the services of other operators were fine.
It turned out that changing a mobile operator is easy. I stopped by the service office, chose the appropriate tariff, signed an agreement and after 8 days connected a new SIM card. My number remains the same.
I'll tell you how to do the same.
Conditions of the “regional” tariff:
Call and SMS/MMS services are provided to the numbers of the Operator and other operators throughout Russia and in other countries. Calls to numbers of the Operator throughout Russia - 3.5 rubles. per minute. Calls to Russian numbers, with the exception of the Republic of Crimea and the city of Sevastopol - 3.5 rubles. in a minute.
The Client, being in the territory of the “Regional” tariff, can subscribe to one of the Regional Tariff packages, within the framework of which he can receive Mobile Internet services on the selected conditions:
Why change your telecom operator?
In addition to the quality of communication, as was the case in my case, there is another reason to change the cellular operator - money. Not all operators have convenient tariffs and packages: in my case, I had to pay for call minutes that I did not use, and pay extra for Internet traffic, which was often not enough.
Understanding this problem, operators come up with more favorable tariffs and thus try to compete with each other for subscribers’ money. For example, Tinkoff Mobile has an individual tariff constructor, using which I can clearly determine how much traffic, minutes and services I need.
Package cost: regional tariff
If you are outside your Home region, when the Regional tariff is valid, you can choose the most suitable package. This option works on the principle of selecting regular packages. You need to choose the most suitable amount of traffic and voice minutes. The price for Regional Yota Tariff packages is indicated in our table:
Rate | Price (minutes) (rub) | Traffic(GB) | Price per GB (RUB) |
0 minutes | 2 | 250 | |
100 minutes | 50 | 6 | 280 |
200 minutes | 100 | 12 | 330 |
300 minutes | 150 | 30 | 380 |
400 minutes | 200 | — | — |
500 minutes | 250 | — | — |
700 minutes | 400 | — | — |
1000 minutes | 600 | — | — |

What do you need to port your number?
In Russia, at the legislative level, it is possible to change the operator and retain the number. Even the three digits at the beginning of the number will not change. Everything will remain as before: data in your Google account, in the bank and in the newsletter of your favorite store.
The right to keep your number when changing operators is stipulated in the Rules for the provision of telephone services.
You can transfer your number to another operator only within your region. It is technically impossible to transfer a number to another city. Phone numbers are tied to the region - this is provided for by the Russian telephone numbering plan.
Number porting will be refused if it is registered to another person. Several years ago, my colleague bought a SIM card at a cellular operator counter in a shopping center. She did not have a passport with her, and in order not to lose the buyer, the seller included his data in the contract - now this is illegal, but then it was still possible.
When she wanted to change the operator, she was offered to reassign the number to herself. To do this, it was necessary to find the same seller and bring him to the office with a passport. It was impossible to do this, so the number could not be transferred.
But if the contract is signed to you and you are not moving anywhere, the number can be transferred. Here's what you need to do for this.
First, you need to make sure that the number is not blocked and there is money in the account.
How to check balance on your phone
Operator | USSD command |
Beeline | *102# |
Megaphone | *100# |
MTS | *100# |
Tele 2 | *105# |
Some payments are charged once a month, for example, for roaming services. If they are charged after the number has been transferred, you will receive an SMS from the new operator asking you to pay the debt. In accordance with the Rules for the provision of telephone services, 10 days are given for this. Then the number will be blocked.
To switch to a new operator with your number, you need to fill out an application. You will need to provide your passport information. They must match those contained in the service agreement with the current telecom operator. Therefore, first you need to find this agreement among your papers and check it.
If the contract is lost or the data does not match, you need to go to the operator’s office with your passport.
You don't have to go to the office for this. You need to fill out an application on the website of the operator you want to switch to.
If you don’t have a computer at hand, it’s convenient to fill out an application in the mobile application. I’ll show you how to do this using the Tinkoff Mobile application as an example.
Install the application on your smartphone:
Select the call, SMS and Internet traffic packages you need:
Select the number porting option and fill in your passport details:
After this, the courier will bring your application and SIM card to your home or office.
Before signing the application, you must carefully read the terms of the transfer. They differ for different operators. For example, Beeline and MTS charge 100 rubles for number porting.

The client has the right to choose the date from which his new SIM card will begin to operate. If the current tariff is paid for a month in advance, it makes sense to wait until it ends.
The date must be indicated in the application for number transfer. If this is not done, the number will be transferred on the eighth day after the conclusion of the contract.
Read first, then sign
The former operator does not need to write additional statements. The contract with him ceases to be valid automatically; there is no special procedure for its closure. If there is money left in the account, it will not be burned, and to return it, you need to come to the office of the previous operator with your passport.
Telephone rules allow eight days to port a number. All this time, both SIM cards will work - both the old one and the new one with a temporary number. Use this to test your connection quality. If you are not satisfied, you can refuse the transfer. Tinkoff Mobile generally suggests taking the card for a test first, and then making a decision: to port the number or not.
Within eight days, the new operator will inform you about the progress of the transfer. It doesn’t matter which SIM card is in the phone, messages will be sent to both numbers.
A day before the transfer, the operator will inform you that tomorrow you will need to install a new SIM card in your phone. On the first day, the connection may fail, you will also be warned about this. Outgoing calls and SMS may not work in the first half hour after installation, and incoming calls may not work for up to six hours after installation.
Moving while keeping your phone number
Changing your phone number is a troublesome matter, because you will have to inform people you know about it, update information on various services and documents, and take a number of other measures. Therefore, it is not surprising that many people want to keep their phone number when moving. However, not everyone knows how to do this.
This service is especially in demand when moving an office. It is important that clients and partners of an organization that is moving have the opportunity to contact the old number. When moving home, such a need also sometimes arises. Today, telephone companies allow the transfer of a telephone line from one place to another, but this is not always possible and does not always pay off.
A landline telephone number cannot be transferred if the relocation location is not serviced by that telephone organization. If the location is too far away, then moving the service makes no sense. In other cases, saving the phone number is quite possible. To do this, you need to submit a line transfer application to the telephone company. The transfer takes from several days to several weeks. Be prepared to pay a service fee.
This service is more popular among private clients who are about to move their apartment. Let us immediately note that when moving to another region, maintaining a mobile number without roaming is impossible.
According to federal legislation, such a number change is impossible, since each specific region is assigned a number capacity allocated by Rossvyaz (Federal Communications Agency). But you can choose a more favorable tariff from your mobile operator, which will allow you to communicate within the country without serious financial losses.
It is possible to save a number within a region. To do this, call customer support or go to the service center of your mobile operator. But remember that when porting both a landline and cell phone number, you should not have any outstanding balances or unpaid fees.
Are you planning an office or apartment move? This troublesome process is complicated not only by the need to change the phone number. It is important to collect and transport property. In the process, important documents are often lost, fragile and valuable things are broken, furniture and equipment are damaged. And when an office moves, the work process is suspended and the schedule is disrupted, as a result of which the company loses profit.
To avoid such problems, contact professionals. has been organizing apartment and office moves since 2009. During this time, we have transported hundreds of apartments and offices in Moscow and the Moscow region. We provide a full list of works, which includes the following services.
- Renting a vehicle and special equipment for loading large property;

- Assembly and disassembly of furniture;

What to do if you change your mind about changing operator
You can refuse to port your number after submitting your application. This case is also provided for by the Rules for the provision of telephone services:
You have six days from the date of application to make a final decision. If you change your mind, notify either of the two operators.
If we simply leave the mobile operator, no one remembers us. Another thing is when we leave with a number transfer. The current operator receives a request from a new one, and we come to the attention of unknown managers. They see the outflow of money from the company and rush at us like vultures.
What documents will be required
If the owner himself asks for help, he will need an agreement drawn up with the company, as well as an identity card. When a trusted person visits the office, he must have a power of attorney with him, which is certified by a notary. When a legal entity contacts the sales department, it is necessary to provide not only a passport, but also additional documents. To find out the exact list of these papers, you should call 611.
Tele2 SIM card restoration is carried out at the company’s office. To do this, the subscriber needs to find the nearest branch located in the city. A complete list of addresses can be found on the company’s official website. The subscriber can also find out the addresses by calling the help desk. When the client comes to the office, he will be asked for a passport; without an ID card, re-issuance is impossible. The card is issued only to the owner personally.
If the phone number is registered to another person, the company will refuse to issue a duplicate. A personal visit to the office by the owner along with a passport will be required. You can also issue a power of attorney for the SIM card user so that he can carry out the restoration. To use the card without restrictions and problems, it is better to issue it in your name.

When visiting the sales department, you need to contact a consultant and explain the problem. The manager will ask for a passport to confirm the identity of the owner. You must also provide your SIM card number. After completing these steps, the client will be issued a new SIM. You can get a card of the format that the user needs for the gadget.
- note
- When checking your balance, you will notice that the amount will be saved.
Usually, the procedure requires only a passport of the Russian citizen who registered the number. Issue and re-issue are available only to subscribers over 14 years of age. In addition to the passport, it is possible to present a military or sea ID, temporary certificate, or sailor’s passport. You may also need to write a statement.
