In connection with the adopted amendments to the Law “On Communications” of the Russian Federation No. 272-FZ dated July 21, 2014, according to which “Distribution over the mobile radiotelephone network at the initiative of the customer of the distribution is carried out on the basis of an agreement concluded with the mobile radiotelephone operator whose subscriber mailing is intended” on December 1, 2014, the Russian cellular operator MTS introduced new tariff plans and new rules.
