However, it is not indicated that payment will always be charged for this. An option on how to use your balance more rationally is to connect to another of the available roaming services throughout the country. In this case, there will be no reason to withdraw additional funds for expanding the validity of the packages.

The parameters of this tariff plan differ in different regions, so we will consider it using the example of a specific region - Moscow and the region.

At this moment, there is no news from MTS regarding changes in tariff plans, and there is also no information in the description of the tariff plan. But in the detailed description, located in the PDF file, it is written that for subscribers who switch to the tariff from January 15, 2021, the Internet package will be only 3 GB.
The antimonopoly service considered the tariffs of MTS and MegaFon to be inflated
The Federal Antimonopoly Service (FAS) has opened administrative cases against mobile operators MTS and MegaFon, which, according to the service, do not comply with the requirement to abolish intranet roaming. Operators may be required to transfer to the budget the income received as a result of the violation. MegaFon is ready to justify intercity prices.
The FAS has initiated administrative cases regarding intranet roaming against MTS and MegaFon, as follows from the agency’s message. Regarding VimpelCom, a decision will be made in the coming days. If, based on the results of consideration of cases, the agency reveals violations of antimonopoly legislation, operators may be required to transfer to the budget the income received as a result of the violation.
Based on the results of checking operators’ reports on tariff changes, the FAS found that the cost of incoming and outgoing long-distance calls proposed by operators when traveling around Russia is unreasonably inflated, and the introduction of a daily fee when the subscriber is outside the home region is also unreasonable. Earlier, on January 23, the FAS sent MTS an explanation about the inadmissibility of worsening the situation of consumers of communication services. But MTS not only does not improve, but worsens the conditions for consuming communication services when traveling around Russia, the FAS is confident. Why did the FAS threaten MTS with a case of violating antimonopoly legislation?
FAS demanded that the Big Four equalize roaming conditions in different tariff plans when subscribers travel outside their home region in July 2021. The deadline for fulfilling the requirement was extended from December 15, 2021 to January 31, 2021 for MegaFon, VimpelCom and MTS and until May 31 for Tele2. At the end of December, the FAS reported that Tele2’s proposals met the requirements and the extension of the deadline was due to the need for technical implementation of tariff changes.
MegaFon announced the zeroing of the cost of incoming calls when traveling within Russia from numbers in the region of residence in December 2017, while the basic cost of mobile Internet remains the same as in the home region. The operator planned to change 3 thousand tariffs throughout the country. After this, the head of the FAS, Igor Artemyev, stated that the FAS has “small concerns” regarding MegaFon regarding the issue of canceling intranet roaming.
Why did the operators fail to meet the deadline of the FAS ultimatum?
The press service of MegaFon stated that they have begun to cancel on-network roaming in 2021. In March, new tariff plans appeared, where the cost of calls does not change as subscribers move around the network, MegaFon says. “The cost of a long-distance call we offer corresponds to the average price of a long-distance connection from the home region and is the market average for long-distance operators. We are ready to provide additional data to the Federal Antimonopoly Service regarding the justification of the price of a long-distance connection,” the operator’s press service added.
MTS said that it was surprised by the FAS decision and was ready to explain the new tariff scheme to the regulator: from February 28, the operator canceled daily additional payments for trips within Russia on most tariff plans, a complete cancellation is planned until the end of the first half of the year. “The only difference from the home tariff is the payment for long-distance calls,” the company said.
Personal opinion
The tariff is quite reasonable, especially with the transfer of packages to the next month. The subscription fee could be a little lower, but that's okay. This tariff plan is not very suitable for traveling around Russia, since you will have to pay to expand the coverage area of the tariff packages - 15 rubles every day of using communication services.
Also, the tariff will become less attractive from January 15, 2021, as the mobile Internet package will be reduced (for those who connect to the tariff or switch to it starting from January 15). And 3 GB of mobile Internet for 500 rubles per month is not very much.
Again, it’s hard to say whether I would use this tariff or not, since my tariff plan is much more profitable. But previously I had to use Smart, although the conditions there were completely different. Now I could recommend Smart, but only with five GB of mobile Internet, and not three.
What does this service mean?
So, funds are written off (15 rubles) on SMART tariffs, when using any connection while roaming in Russia. The fact is that each subscriber has its own “home” region; if you travel outside of it, you will be charged an additional 15 rubles per day. A decent amount of 450 rubles accrues in a month, in addition to the monthly fee for the main tariff.

How to correct mistakes made
