Therefore, it will be useful for many to understand how such notifications are sent and how much a telegram costs.

Why is it necessary to send a telegram?

Sending a telegram is a very important legal point in the issue of assessing damage. According to current legislation, when conducting an independent assessment of damage, you are obliged to invite all interested parties to inspect the property being assessed. Otherwise, if any disagreements arise with the defendant (if proceedings with the defendant or his insurance company take place in court), the culprit may claim that he was not notified of the independent examination, and the court will recognize the examination as invalid . And he will make a decision on the need to conduct a re-examination with a call to all interested parties.

Interested parties may not appear for the inspection, this is their right, but you are obliged to notify them of the date, place and time of the inspection. On the agreed day, at the specified address, at the appointed time, you provide the property being valued (car or apartment) for inspection. The other party is given half an hour for possible delay, and after this time the expert appraiser carries out an inspection in your presence.

Delivery terms

As noted earlier, it will not be possible to submit a telegram via the Internet online at Rostelecom. But even when transmitting data by telephone, information is delivered in a short time. Thus, the delivery time for a regular shipment ranges from 8 to 12 hours, depending on the location of the recipient. If the urgent delivery option is selected, the Rostelecom telegram is transmitted within 4 hours. Most often this happens faster.

How should a telegram be sent?

All telegrams must be sent with return receipt requested. To do this, when sending a telegram, you must inform the postal worker that you need a delivery receipt for each telegram you send. The postal worker will need to confirm with you the delivery address for the notice. We advise you to indicate an address that is convenient for you, for example, home or work.

After the telegram is delivered, the postman will deliver the ordered notification to the address you indicated at the post office. The notification contains information about where the telegram was delivered and also to whom the telegram was delivered.

A situation may arise that the notification will say that the telegram was not delivered to the culprit due to an incorrectly specified address, and the address for submitting the telegram coincides with the address of the culprit indicated in the traffic police certificate, or that this person does not live at this address. Don't worry about this, nothing bad happened. By law, you are required to notify the culprit, and you, as a respectable citizen, did everything possible to do this, but due to the fact that the culprit indicated the wrong address, you were unable to do this. The main thing is that you will have documents on hand confirming that you tried to call the culprit.

You must also make a certified copy of the telegram at the post office. To do this, you can either bring all the telegrams you send at once in two copies, or make a copy directly at the post office. After this, one of the copies of the telegram is stamped by the given post office and returned to you. This is done so that the culprit cannot later claim that he received a telegram from you, but with a completely different content.

Price

The client, when sending a telegram using a telephone, will receive an addition to the total receipt for a landline telephone. At the same time, the cost of a telegram in a post office and by telephone is approximately the same, the total amount includes:

  • number of words (one word costs 2.33 rubles);
  • fee for urgency (the cost increases by one and a half times);
  • type of letterhead (additional fee for “Lux”);
  • availability of notification;
  • standard telegraph fee of 40 rubles).

Important! Rostelecom stores all information about the sent telegram for eight months.

Telephone company services

Another convenient way to send a message is offered by telephone companies. When you connect a landline telephone, you can supplement it with a service that allows you to send a telegram via the telephone. Payment can be made using one of the payment systems offered by the telephone company.

This method is often used by people whose profession involves secrets and mysteries. For example, these could be scientists working on a new project, journalists trying to find and publish sensational news, or business partners who cannot reveal secrets to their competitors. What is a telegram for each of these people? This is a secure way to transfer data in person.

In some countries, such as India, Denmark, the Netherlands, they decided to completely abandon telegraphic messages and answer the question “What is a telegram?” It will be difficult for the country's residents to answer. In our country, although this type of message has slowed down, it continues to exist. In some cases, there is a risk of being unable to continue work without communication via telegram. And as long as people use telegraphic messages, they will continue to exist for many years to come.

The main advantages of Telegram

I am sure that after reading these points you will have a burning desire to delete WhatsApp. We bet?

  • Incredible speed

Just click “Send” and the message will immediately appear to the recipient. This speed is achieved by distributing the power of servers that are scattered around the world.

  • 100% security of user data

Remember, at the beginning of the article I wrote about the history of the creation of Telegram? So, after troubles with law enforcement agencies, Pavel Durov decided to create a unique data encryption protocol called MTProto. Using secret cryptographic protection algorithms, the protocol reliably protects your correspondence.

Pavel more than once organized competitions with a large check in dollar equivalent; the winner could be the one who hacked the correspondence of the creator of the service with his brother. At the moment, several potential vulnerabilities of the program have been discovered, but the main prize remains in the owner’s wallet.

  • Fast tech work. support

Developers keep their finger on the pulse and instantly release patches or add useful features.

  • Design

It can be described in two words - intuitive and simple. In Apple style, that is, everything works quickly and is convenient to use. Even a blonde can figure it out.

And:

  • Access and sync all messages across all devices. On a work laptop and on a home tablet. It's convenient to have everything at hand.
  • Online version.
  • Full version for PC.
  • Without advertising. Don't you think so - no advertising? The creators swear: “Telegram is not for sale. There will be no advertising here. Its purpose is to help people communicate.”

So, what’s great about Telegram is that it’s a highly encrypted, very fast, universal way to communicate with friends and colleagues. Honestly, now I don’t know what’s better than Telegram.

First class vs EMS

The following methods of sending postal items are distinguished:

  1. Ground - letters and parcels are delivered by rail, road and other ground transport.
  2. Air - delivery by plane.
  3. Combined - part of the journey travels on the ground, and part of it flies.
  4. Expedited - delivery times are reduced by several days.

In domestic postal services, air shipment is almost never practiced. As a result, shipments take quite a long time. The farther, the longer. For example, the processing time for a simple letter from Ulyanovsk to Moscow is five days. Do you want it faster? No problem! Choose first class.

First Class is an expedited domestic mail service with delivery times that are 25-30% slower than normal. In addition, First Class shipments are always prioritized for handling and collection, and delivery is not subject to seasonal restrictions. True, they cost more.

In other words, first class items are delivered quickly and anywhere. The main control dates for their shipment are in a special table.

But only letters and parcels are sent first class. Not parcels! And here comes the time for exceptions.

Solve the problem. You need to send rare plant seeds to your uncle the forester. But in the fall, the road to his taiga village is washed out so much that the only available transport is a helicopter. Arrives once a week. Question: how can I deliver seeds to my uncle without waiting for the winter, when the thaw ends? Solution: ask the postal employee to issue the parcel as a first class parcel. Uncle will receive the seeds with the first helicopter.

First class should not be confused with EMS delivery.

EMS (Express Mail Service) is a service for express delivery of items. It is handled by a branch of Russian Post - the EMS Russian Post service. Domestic express delivery is carried out throughout the country, and international express delivery operates in more than 190 countries around the world.

EMS is door to door delivery. The courier will pick up the parcel directly from your home or office and deliver it to any location. EMS Russian Post has its own transport network, which guarantees safety and makes it possible to insure the shipment against damage or loss. Express delivery is more expensive than expedited shipping.

Alternative methods

You can also send telegrams via the Internet, but in this case it is necessary to use alternative methods. On a number of sites it is possible to send such messages, both informational and congratulatory. If you wish, you can also choose beautiful artistic forms:

  1. This site is quite popular among users. It allows you to send messages both via the Internet and with the participation of an operator. To do this, fill out all the recipient’s details in the form on the website and enter the text of the message. Any person would be pleased to receive news from a person who is far away, and in such an unusual way in our time.
  2. And at this address the Internet service of the Central Telegraph is located. Sending a short message this way is very convenient. The service is available both via the Internet and by telephone, with the participation of a company employee. It is possible to send telegrams of the same type according to the provided registers. This is especially convenient for organizations of various forms of ownership.
  3. By clicking on this address, the user is taken to one of the Russian Post services. You can also quickly send a message to a loved one through it. This is a time-tested way to send and receive any shipment. When sending a message via the Internet, you must strictly follow the instructions.

Sending short messages in all these ways is absolutely identical. The user indicates in the form the recipient's address, the text of the letter and his contact information. You can pay for services using electronic money or choose any payment service from the list of available ones at your discretion.

Russia

In 1832, Paul Schilling, a Russian diplomat and historian, a participant in the Patriotic War, assembled an electromagnetic telegraph in St. Petersburg. Telegraph technology was based on the effect of deflection of a magnetic needle when interacting with an electromagnetic field from electrical wires. The background to this invention is extremely interesting: Schilling, five years earlier, had exploded underwater mines using electric current running through rubber-insulated wires.

To transmit one letter, three or four keys were pressed simultaneously. On the receiving apparatus, the conductors were connected to an electromagnet with a magnetic needle hanging above it, which turned when current flowed through the wire. Along with the arrow, a signal circle turned, black on one side and white on the other. Schilling developed a special code so that six arrows with signal circles would be enough to convey all the letters of the Russian alphabet. In a minute, ten characters could be transmitted over eight wires.
