Russian Post is a founding member of the Universal Postal Union, created in 1874. In 1902, the Main Postal Service became part of the Ministry of Internal Affairs, and in 1917, under the Provisional Government, it became part of the Ministry of Posts and Telegraphs.

During World War II, known in Russia as the Great Patriotic War, the Soviet postal service was part of the USSR People's Commissariat of Communications. In 1993, Russian Post became part of the Ministry of Telecom and Mass Communications.
