Turning to other providers is not always advisable. This is due to the fact that Rostelecom is practically the only company that connects private homes and remote villages to the Internet. The company is more likely to consider an application if 10 or more private houses in the neighborhood submit a collective application.
This is not to say that this is a very fast process. Connection may not be cheap; the cost also depends on the number of neighbors who want to connect to the Internet.
