A proxy server hides your IP address just like a VPN. It will definitely help unblock torrent trackers.

However, not all proxies can unblock torrent traffic.

As you know, the best way to solve the problem is to block the transmission of a certain type of traffic. From all the transmitted data, operators have learned to isolate the unwanted data. It's subject to restrictions at the router level and you simply don't get it.
