To cancel roaming, it is necessary, first of all, as Noskov noted, to reduce the interconnect rate in Belarus, that is, the amount that one operator pays to another for every minute of a subscriber’s call outside its network. The price for subscribers for incoming calls in international roaming depends on the size of the rate, explains a representative of one of the operators who took part in the meeting.
Now the interconnect rate in Belarus is the highest in the CIS and is $0.30 per minute. The reason is the peculiarity of the communication infrastructure in the country: Russian operators do not have a direct connection with mobile companies in Belarus, but connect to their network through intermediaries - the republican unitary enterprises Beltelecom and the National Traffic Exchange Center.
The rate of Russian operators is much lower - from $0.14 to $0.19 per minute. “Canceling roaming without equalizing interconnect rates will lead to a decrease in revenue and direct economic losses for each Russian operator from 1.5 billion to 2 billion rubles. annually,” the minister said. Once the conditions are equalized, it will be possible to begin reducing tariffs for subscribers, he noted.
As the meeting participants told RBC, the parties agreed to reduce the interconnect rate to $0.015 per minute. But disagreements arose over which calls this tariff should apply to. The Belarusian side believes that the reduced rate should only apply if a Russian subscriber roaming in Belarus receives an incoming call from a subscriber of any Russian mobile operator. For all other types of calls, if, for example, the call was from a landline, the same rate should apply, that is, $0.30 per minute.
