On March 10, 2021, problems also arose with access to the websites of Russian government agencies: the Government, the State Duma, the Federation Council, the Ministry of Internal Affairs and the RKN. At the same time, there was a failure in Rostelecom’s networks, which, as the national operator’s press service later explained, affected the availability of government websites.

Experts pointed to a connection between problems in the operation of Russian Internet resources and the slowdown of the social network Twitter, initiated by Roskomnadzor, due to the fact that since 2021 Twitter allegedly does not delete content prohibited in Russia. However, the Ministry of Digital Development then stated that the failure of Rostelecom, which caused problems in the operation of government agencies’ websites, had nothing to do with the actions of RKN.

As Kommersant writes with reference to the draft resolution, companies will also be held financially responsible for the safety of equipment.

The installation of TSPU is already entrusted to operators within the framework of the law on the “sovereign Internet”, which came into force on November 1, 2021. According to this law, TSPU of telecom operators are required to ensure traffic filtering and restriction of access to prohibited sites. Technical equipment for these purposes, including for deep traffic filtering (DPI, Deep Packet Inspection), is required by law to be provided by Roskomnadzor, while installation and maintenance must be carried out at the expense of the budget.

MTS's comments also noted the lack of specific delivery dates for TSPU by Roskomnadzor. “Considering that the same amendments oblige operators to prepare networks for the installation of equipment, install electricity and communication lines, and equip premises, they need to understand in advance when work will take place on the networks,” writes Kommersant with reference to the document.
